Summary

This position is located in the Office of Aerospace Medicine (AAM), Medical Specialties Division. This position's primary responsibility is to provide expert support for various medical and non-medical programs within the division. The licensed Clinical Psychologist performs personality assessments, clinical psychological and neuropsychological testing of Air Traffic Control Specialist (ATCS) and airmen under the minimum supervision of a manager.

Duties

Works under AAM, Medical Specialties Division Director for broad administrative direction and the Psychology Branch Manager for supervision. A recognized expert within AAM as a licensed Clinical Psychologist with specialized knowledge in Personality Assessments and clinical psychological/neuropsychological testing in general, and specifically to evaluate ATCS and airmen.

Identifies and resolves highly complex problems or issues which have an impact on the accomplishments of the program objectives. Applies knowledge of FAA's policies and objectives to identify, define and organize work projects for various medical programs.

Evaluates the following: ATCS applicant psychological screening and reports from Tier 2 clinical psychological evaluations; ATCS neuropsychological evaluations for medical clearance and airmen neuropsychological evaluations for medical certification.

Evaluates and recommends disposition regarding ATCS medical qualification and airmen medical certification cases to include participating in: ATCS medical qualification case consultations and reviews; airman medical certification case consultations and appeals; antidepressant medication (SSRI) and Human Intervention and Motivation Study (HIMS) cases; and other as assigned.

Provides expert advice and technical support to the Federal Air Surgeon, and the Medical Specialties Division Director.

Performs critical tasks related to ATCS screening processes and Neuropsychological protocols, and others that require development of new concepts and innovative approaches.

Identifies problems or issues which may cross organizational boundaries (AVS - Flight Standards, Air Traffic Organization) and impact FAA strategic goals.

Assists in representing AAM as a psychology and neuropsychology technical authority for major programs (ATCS screening, HIMS Program).

Participates in developing innovative approaches to attain organizational objectives, such as conceiving, planning and conducting studies to solve complex issues and problems (e.g., ATCS screening, Neurocognitive screening).

Serves as a headquarters psychology and neuropsychology consultant for inquiries from the Regional Flight Surgeons and Aerospace Medicine Certification Division on medical certification issues.

Plans, organizes, coordinates and assist with work activities of staff members and provide direction and guidance to them. Provides professional advice and technical knowledge to the Branch Manager, Division Director and/or Deputy Director, AAM senior management, and other agency elements with respect to medical rule-making and medical certification programs.

Assists in responses to public inquiries and related correspondence on airmen medical certification and ATCS medical qualification.

Provides professional advice and consultation to the Office of General Counsel (AGC) and Regional Offices to: support case development; provide expert testimony in support of Agency positions in NTSB and other medical-legal matters.

Works in conjunction with Policy Standards Branch to develop new policies or procedures.

Provides educational presentations at Aviation Medical Examiner (AME) seminars, HIMS seminars, Aerospace Psychology Seminars, and other national and international meetings and seminars.

Evaluates the quality of reports submitted by community practitioners and makes suggestions for improvement when appropriate.

Provides expert program advice via senior AAM management to FAA management officials on issues of significant interest to airmen, Congress, the aviation industry, and the flying public.

Contacts are internal and external to include officials of DOT and FAA, airmen, ATCS, Congressional staff, the flying public, and representatives of the aviation industry and other stakeholders to resolve significant or controversial issues affecting aviation safety.

Participates in the Quality Improvement program associated with community-based neuropsychology and psychology providers.

Qualifications

BASIC REQUIREMENTS:

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements in Psychology.

Clinical psychology specialization has an additional educational requirement as stated below:

  • Clinical psychology: For positions at grades GS-11 and above, satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required.

In addition to the above basic requirement(s):

To qualify at the FV-K (FG/GS-15) level, you must demonstrate in your application you possess one (1) year of Specialized Experience equivalent to the FV-J (FG/GS - 14) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes experience with the Minnesota Multiphasic Personality lnventory-2 and other tools or testing utilized for personality assessment; standardized neuropsychological tests; additional training (e.g. fellowship) and/or equivalent post-doctoral experience in neuropsychology; Human Intervention Motivation Study (HIMS) program training and experience; experience in personality assessment.

Selective Placement Factor (SPF): Current, active, full, and unrestricted licensure as a Clinical Psychologist from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and board certification or board eligibility in neuropsychology.
