Duties

This position serves as Chief of Public and Legislative Affairs for the Department of the Interior's (DOI) National Park Service (NPS) in Alaska, overseeing communication programs responsible for the conservation and preservation of 54.6 million acres spread across 17 park units which equates to over 65% of the national NPS conservation system. The chief is responsible for directing all aspects of public affairs, internal communications, legislative affairs, and the Freedom of Information Act and Privacy Act program in Alaska. This position also serves as the primary liaison for the Alaska Region with Congressional staff, State representatives and the Governor's office conveying complex information on agency activities that affect local, national, and international populations. Major duties will include:

  • Overseeing operations of the region's Public Affairs program including setting short-and-long term goals in support of Bureau, Department, and Administration objectives, formulating strategies and tactics, establishing metrics for program success, managing priorities, and ensuring goals are met.
  • Serving as the primary external communications strategist, coordinating with other senior staff to develop, direct, and deliver effective, timely, consistent, and appropriate communications on key issues to the news media, partners, stakeholders, intergovernmental and non-governmental organizations, and the public to increase awareness of bureau activities and its brand.
  • Providing high-level strategic guidance to leadership and staff regarding external communications policies, strategies, and tactics, and ensures consistency of message and purpose on communication matters among these individuals.
  • Coordinating communication strategies and developing communications products in crisis situations and high-profile events.
  • Managing a team of communication professionals by setting work priorities and assignments, developing performance standards, evaluating staff and team success, identifying training requirements and opportunities, and implementing team and individual goals. Determines and implements corrective actions and quality improvements as needed.

Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. Please do NOT include a copy of your driver's license at this time. If selected, you may be required to submit a Motor Vehicle Operator's License and Driving Record.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home from time-to-time, but not on a regular basis. The travel may be for training or work-related duties. You must obtain a government charge card for travel purposes.

Qualifications

All qualifications must be met by the closing date of this announcement-12/02/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position at the GS-14 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: leading an organization's external affairs or communications program promoting scientific, natural resources, technical, or other issues of significant complexity. Proficiencies may include providing strategic communications guidance to senior leaders to further the organization's mission and goals, leading pro- and reactive communications and outreach campaigns, managing a team of communications professionals in the production of a variety of outreach products under pressure of very short deadlines, and preparing senior leaders for interactions with media and key stakeholders. You must include hours per week worked.

A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Physical Demands: The work requires a minimum of physical exertion. There is periodic involvement in pressurized and tense situations in the face of competing and immediate demands for service. No other unusual demands exist.

Work Environment: Work is generally performed in an office setting, with some travel and field/park visits.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Travel, transportation, and relocation expenses will be paid if the person selected for the position is from outside the local commuting area and is otherwise eligible for reimbursement of relocation expenses under the Federal Travel Regulations.

Employer paid and reimbursed relocation expenses are considered taxable income. The NPS does not provide tax, legal or accounting advice. Employees should consult professional tax, legal and accounting advisors regarding concerns about the financial implications of a Permanent Change of Station (PCS).

Alaska currently does not have a state income tax.

Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA.
