Duties

As an Public Health Advisor (Spanish) you will:

  • Serves as the principal public health technical advisor and analyst to the CDC program(s) in developing and formulating new programs and initiatives that are in accord with CDC public health program goals, objectives and policies. This includes playing a lead role in strategic planning, project development and drafting of the CDC input into the technical and administrative areas of the Country Operational Plan (COP).
  • Administrative Management and Supervision Exercises delegated authority to oversee the overall planning, directing and timely execution of several program segments, managed through separate subordinate organizational units, including development, assignment and higher-level refinement of goals and objectives for supervisors and managers of subordinate organizational units. Approves multi-year and longer-range work plans developed by the supervisors and managers of subordinate organizational units and subsequently monitors the overall work to enhance achievement of the goals and objectives. Oversees the work of subordinates based upon priorities, selective consideration of the difficulty and requirements of assignments and the capabilities of employees.
  • Cooperative Agreements, Contracts and Grants Management This position serves as the technical contracting officer's representative (COR) for grants, contracts, and cooperative agreements. This responsibility requires the development of close working relationships with program offices from all U.S. Government (USG) agencies and senior staff of collaborating partner agencies to ensure that partners meet all objectives and outputs. As the COR, coordinates and participates in technical reviews of partner project submissions and funding allocation during the review and development process, in the development of work plans for implementation of activities, and in all progress reviews.
  • Interagency Coordination This position consults with other public health advisors, health officials, senior program officials and other government agency officials regarding the integration and coordination of activities and resources in support of public health protection, disease prevention and health promotion and community protection services throughout the country. Represents CDC at technical, policy and strategic planning meetings, including meetings with bilateral and multilateral collaborators and donor agencies. Participates/acts on behalf of CDC on numerous working groups to ensure coordination for work plan development, implementation strategies and evaluation plans for all USG agency activities in country.

Due to the Centers for Disease Control and Prevention's (CDC's) process enhancement to use Shared Certificates throughout the Agency and the Department of Health and Human Services (HHS), some of the requirements below may differ:

  • US Citizenship is required.
  • Males born after December 31, 1959 must be registered or exempt from Selective Service (see http://www.sss.gov).
  • May be subject to a Background/Investigation.
  • May be required to obtain a Secret or Top-Secret Clearance.
  • CDC participates in the USCIS Electronic Employment Eligibility Verification Program (E-Verify). If selected, CDC will determine your employment eligibility using your social security number.
  • Direct deposit is required.
  • One-year probationary period may be required.
  • Time in grade (TIG) must be met within 30 days of the closing date of the announcement.
  • May be required to work other than normal duty hours, to include evenings, weekends and/or holidays.
  • This position has 20% supervisory duties, candidates must also have demonstrated or shown the potential to develop the necessary knowledge, skills, and abilities.   • This position may be subject to the OGE Financial Disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). CDC inspires public confidence in its trust responsibilities and mission by maintaining high ethical principles. If selected, you may be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest and your prospective position with the agency. If identified, this will be an annual requirement.
  • In accordance with Executive Order 12564 of September 15, 1986, The Department of Health and Human Services (HHS) is A Drug-Free Federal Workplace. This position may require a Drug Test and be subject to Random Drug Testing. The position may require the submission of a urinalysis to screen for illegal drug use prior to appointment and be subject to reasonable suspicion and post-accident drug testing upon hiring. If required to submit to urinalysis, the appointment to the position will be contingent upon a negative test result.

Minimum Qualifications:

GS-15: To qualify at the GS-15 grade level, you must have at least one year of specialized experience at or equivalent to the GS-14 grade level, which must include the following experience: providing comprehensive technical, administrative and management advice of public health program areas and administration, such as budgeting, fiscal planning, personnel management, program planning, supervision, and monitoring and evaluation.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Documenting Federal Experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

Initial assignment may be to a designated domestic location until all overseas credentials and requirements have been completed. This may include remote work or telework options, and/or flexible work scheduling.

Selectees will temporarily remain in a different location, whether domestic or international, from the specific advertised position location while completing the required training, security and medical clearances.

Once cleared, the selectee will relocate to the overseas location for up to but Not to Exceed (NTE) two to three years/HHS tours for a max of 6 consecutive years in one designated location as determined by the selecting official.

  • Immunizations are required and will be administered by the CDC before relocating overseas.
  • Selectee will need to obtain security and medical clearances before being cleared to report to the overseas duty station. Continued employment will be subject to submission of all documentation necessary to obtain the medical and security clearances (including documentation for any accompanying dependents), within thirty (30) business days and obtaining the security clearance within six (6) months of the initial appointment. Please note the inability to secure the clearances necessary for overseas duty will result in termination of the appointment to the position.

  • Eligible for special pay allowances per location (e.g., post differential, housing, relocation, etc.).
  • Citizens or permanent residents of the host country are not eligible to be considered.
