Summary

This position is located in the Technology Innovation Office (DST), under the Deputy Administrator (D), in the Bonneville Power Administration (BPA).

The purpose of this position is to serve as a Technology Innovation (TI) Program Manager and technical authority and lead responsible for planning, leading and carrying out complex cross-agency research and development projects.

Duties

As a Public Utilities Specialist, you will:

  • Provide short and long-range planning for building a research agenda that will identify technologies that align with the overall BPA strategy to delivery safe and reliable power.
  • Provide technical leadership, direction and guidance for all technical and procedural aspects of establishing a research and development (R&D) portfolio.
  • Lead and facilitate the collaborative team efforts of employees across business lines in establishing innovative goals and planning future operations strategies.
  • Perform a full range of project management activities to include determining appropriate products/services with stakeholders to define project scope, requirements, and deliverables.
  • Develop technology transfer plans to improve the likelihood of successful research application.
  • Promote, deliver, and aggregate change so that research results will be successfully applied.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service.

Specialized Experience is defined as experience: 1) Planning projects that help reduce operating costs, improve customer value, and demonstrate higher return on investment by solving specific business challenges. (2) Developing and implementing solutions to improve technology innovation for a power delivery system or similar utility system to be more effective and efficient.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.
