Conditions of Employment

Conditions of Employment:
- May be required to successfully complete a probationary period.
- This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 3 days per pay period.
- Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.
- This position has been designated as requiring a PUBLIC TRUST background.
- A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
- Work is performed seven days per week, 365 days a year, in 12 Hour Rotating Shifts. Employees must be flexible and are subject to call-in to accommodate temporary increases in workload or absence of other employees.
- The work schedule requires quick shift changes and several days of work offset by several days off. The shift work may be a risk factor for individuals with certain health issues.
- This position requires obtaining and maintaining a NERC System Operator Certification within 60 days of employment.
- This position is subject to FERC SOC non-discrimination rules and restrictions prohibiting disclosure of certain information to Market Function employees.
- The incumbent is required to have a working knowledge of the Federal Energy Regulatory Commission (FERC) Standards of Conduct (SOC) to ensure fair competition in the open access transmission market though compliance with its basic principles.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [enter grade] in the Federal service. Specialized experience for this position is defined as: 1) providing guidance pertaining to scheduling matters to ensure system reliability and/or 2) functioning as the technical resource contact for scheduling or operational processes and procedures and/or 3) reviewing planned transmission and/or generation outages for current and next day timeframes to ensure accurate data is available.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
