Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Incumbent makes complex purchases which include special purpose commercial items and basic technical and professional services.

Duties

  • Exercises specialized purchasing responsibility and makes final purchasing obligations utilizing simplified acquisition procedures.
  • Selects the source(s) of procurement, the means of solicitation and contractor to which order is to be placed.
  • Utilizes electronic commerce mechanisms to issue pre-solicitation notices and solicitations documents.
  • Determines the method of purchase for assigned acquisitions as particular order, i.e., purchase order and/or delivery order.
  • Determines whether the purchase will be made on the open market or government-wide indefinite delivery contracts or intra-governmental sources.
  • Evaluates and determines the specific capabilities of vendor goods as compared to procurement needs.

  • This position has a Temporary Duty (TDY) or business travel requirement up to 5% of the time.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This is an Army Acquisition Workforces (AAW) position. The employee must meet the DoDI 5000.66 requirements for Contracting Professional Certification within 3 years of entry on duty.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience Required:
To qualify based on your work experience, your resume must describe at least one year (52 weeks) of specialized experience equivalent to the GS-07 grade level in the Federal service which includes:
(1) Utilizing standardized business/purchasing practices to procure goods and/or services to meet mission requirements; (2) Screening purchase requests to determine the proper authority to make purchases; AND (3) Monitoring costs for products and/or services to meet contract clauses.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-08, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
