Summary

This position is located in the Washington Headquarters Services (WHS), Facilities Services Directorate (FSD), Facilities Operations and Services Division (FOSD), Facilities Operations Group (FOG), Reservation Engineering Operations Branch (REO).

Duties

This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P.L. 116-92 and Section 9905 of Title 5, U.S.C..

As a QUALITY ASSURANCE SPECIALIST, GS-1910-11/12, typical work assignments may include the following, but are not limited to:

  • Conduct in-depth evaluations and studies of contractors' and in-house labor QC or inspection manuals when the situation warrants and makes recommendations for improvements.
  • Conduct quality investigations of equipment and material discrepancies to determine basic causes.
  • Initiate technical data changes to correct operational problems and reports unsatisfactory trends or condition.
  • Complete inspection forms and other contract administration documentation for all aspects of contracted services and maintains supporting files.
  • Research, develop, prepare and submit recommendations for modifications to existing contract documents and technical exhibits for equipment and services to the COR.
  • Develop and conduct investigations and analyses to determine assignable causes of problems and/or delays in projects or contract schedules.

Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.

Experience

General Experience (for GS-5 and above positions): Experience in fields such as quality control, quality inspection, contracting and purchasing, supply and storage, industrial or production planning, research and engineering, maintenance, and test and evaluation that provided (1) familiarity with quality assurance or related work, (2) pertinent product or process knowledge and skill, (3) ability to interpret and apply contract requirements and engineering specifications, and (4) skill in dealing with others in person-to-person work relationships.

You may qualify at the GS 12 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS - 11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: conducting statistical/quality data analyses, testing and sampling in order to evaluate conformance to contractual quality requirements; 2) planning and conducting quality review investigations to assess deficiencies in contract performance; and 3) determining assignable causes of problems and/or delays in projects or contract schedules and making recommendations for corrective actions.

You may qualify at the GS 11 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS - 09 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: reviewing contractual procedures, processes and/or work instructions to identify inadequacies and recommend corrective action; and 2) reading and interpreting technical data such as blueprints, engineering drawings, product specifications, or technical manuals.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
