Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Quality Assurance Series 1910.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes reviewing production activities and capabilities in light of contract quality requirements. Reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans. Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system. Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance. Identifying inadequacies and requesting corrective action. Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods. Investigating customer complaints and deficiency reports and providing identification of causes to appropriate authorities. Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals. Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections. Knowledge of a wide range of supply/fuels, quality assurance, service contract principals, concepts, and methodologies in one or more of the technical supply/fuels specializations or program operations, when such work requires the application of some judgment and analysis to provide services or resolve problems. Knowledge of supply/fuels policy and procedural requirements to function as technical authority on supply/fuels operations. Knowledge sufficient to resolve problems or issues to determine the impact of emerging policies, techniques, etc., on programs conducted for multiple wings and applies principles to different geographically separate units to adapt to their different idiosyncrasies. Knowledge of the organization, programs, missions, and functions of the parent military command along with knowledge of analytical and investigative techniques to conduct contracted staffing requirements and utilizations and/or field installations. Knowledge of agency regulations, procedures, and work methods governing storage, handling, shipment, preservation, and packing of the items. Knowledge of technical requirements, work procedures, and quality assurance methods governing maintenance, modification, renovation, or disposal of assigned items and skill to: (1) advise depot officials in the planning of munition projects with regard to the safety of planned methods; (2) monitor operations to assure that proper procedures are followed, that work is performed in accordance with applicable specifications, and that safety precautions are observed; (3) prepare and review the quality assurance portion of standard operating procedures for munition operations; (4) assure disposal operations are conducted in accordance with procedures; and (5) exercise judgment concerning ammunition serviceability.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS

COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit copies of your college transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the laws, regulations, principles, and practices of supply chain management and fuels under peacetime and wartime conditions to direct and manage supply/fuels operations.
2. Knowledge of management principles, practices and techniques in order to plan, organize, direct and control supply/petroleum resources programs.
3. Knowledge of Air Force/Department of Defense Regulations, Manuals and Instructions and ability to interpret operational standards /requirements, contract terminology and requirements associated with supply/fuels programs/operations.
4. Ability to review and analyze new theories, concepts, and/or developments to supply/fuels problems to formulate solutions to complex problems.
5. Ability to communicate, both orally and in writing, clearly, concisely, with technical accuracy to all levels of authority.
6. Ability to plan, organize work and meet deadlines. Ability to maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
