Duties
- Ensures contractor compliance with all requirements related to the design, manufacturing, repair, overhaul, and modernization of a variety of items for contractor and customer activities throughout the world.
- Applies a wide range of methods, principles, and practices directly related to quality control/quality assurance fields; statistical analysis, control and sampling, quality data analysis and evaluation to determine contractor compliance.
- Incorporates a thorough and detailed QA knowledge in applying various methods and techniques for investigating, analyzing, and ensuring corrective action on complex quality problems.
- Develops and implements a surveillance plan which begins with clear objectives supported by a master schedule that includes identification of contractor and sub-contractor production needs.
- Performs audits/surveillance of contractor’s processes to ensure customer and contractual requirements are met.

- CENTCOM Physical: Must meet the requirements specified within USCENTCOM MOD 15 in relation to occupying a position at an overseas/deployed location within the CENTCOM area.
- Various vaccinations such as, but not limited to: Anthrax, Chickenpox, Hepatitis A and B, Typhoid, Influenza, M-M-R, Pneumococcal, Polio, Rabies, Tdap, and Typhoid may be required.
- Foreign Affairs Counter Threat (FACT) Training is a mandatory Department of State 5 day training course for employees who travel to certain overseas locations. Once completed the certification is valid for 5 years.
- Passport/Visa for selectee and family members may be required.
- Immunizations for selectee and family members may be required.
- Must be able to obtain and maintain a Government Travel Charge Card (GTCC).
- Tour Length: 12/24 Months Unaccompanied/Accompanied
- Chief of Mission Physical: Department of State requires a thorough medical examination and various vaccinations. Family members must also pass a medical examination (the cost for family members is not covered by the Agency).
Qualifications
To qualify for a Quality Assurance Specialist, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Applying the full range of principles, concepts, and methodologies related to the quality assurance functional programs.
- Establishing process measurement points and statistical techniques/methods to measure, analyze, and continuously improve processes.
- Applying process-related practices, methods, and techniques such as statistical analysis; control and sampling; process proofing; and quality data analysis, in order to evaluate Government and contractor data and determine contractor compliance with the many aspects of quality control.
- Performing investigations of defective material for cause and corrective action and initiate process improvements with the contractor as needed.
ADDITIONAL OVERSEAS INFORMATION:
- Post Differential and Post Allowance are currently authorized in Saudi Arabia. Separation Maintenance Allowance may be authorized for qualifying family members. All DCMA employees stationed in Saudi Arabia are housed on Al Nakhla Residential Compound located in Riyadh. On Al Nakhla Residential Compound, there are commissary, base exchange and postal services available. A furnished two bedroom apartment including utilities, cable TV and internet will be provided at no cost to the employee. Household goods shipment authorized and POV shipment will not be authorized. Work week for Saudi Arabia is Sunday through Thursday (may vary). Sunday premium (25%) will be paid for regular hours worked.
- Al Nakhla is a joint military community, housing military and DoD civilian personnel. The installation (secure compound) is a unique setting that supports military, civilians, local hires and a limited expatriate community. MWR facilities/activities, a fitness center and swimming pool are also available on Al Nakhla compound. - A member executing an accompanied tour (24 months) to this area will be provided an opportunity, once in Saudi Arabia, to assess within a reasonable amount of time (90 or fewer days from the member's arrival date), whether the member believes that the security conditions under which the family will reside are consistent with the family's expectations and personal level of comfort and wellbeing. A member may elect to return dependents to CONUS, at no cost to the member, and serve an unaccompanied tour (12 months). For additional information, see DoDI 1315.18.
- Accompanied tours are limited to adult non-school age dependents.

Substitution of education may not be used in lieu of specialized experience for this grade level.

- Medical care may be provided by host nation providers. The availability and level of care at host nation medical facilities will vary by location. Movement OCONUS may require you to initiate a change in your health benefits plan to ensure coverage. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
