Duties
This position is located in the Communications and Information Operations Branch of the Base Communications Unit, Mission Support Group, of an ANG Wing. The primary purpose of this position is to implement and administer the Knowledge Management Program within the Wing tenants and Geographically Separated Units (GSUs), if assigned, network and manual operating environments. This includes the management, organization, direction, control, and customer education of all actions associated with the collection, creation, use, and dissemination of official information, and related records to include Wing, tenants and GSUs if assigned.
MAJOR DUTIES:
1. Works with non-homogenous work centers throughout the wing to integrate planning, development and implementation of knowledge programs and systems. Applies enterprise processes and technologies to capture, store, organize, share, and control tacit and explicit knowledge. Implements Continuous Process Improvement techniques to improve mission and business processes. Uses various software to enhance access to relevant cross-functional information. Provides training to managers and end-users regarding knowledge management principles, costs and benefits. Administers Enterprise Information Systems (EIS) to facilitate knowledge management and collaboration by developing, designing and maintaining websites. Provides EIS web management and administrative support. Ensures all site content adheres to applicable policies and standards. Provides training, consultation and instruction to end-users on database and file management techniques. (45%)
2. Provides guidance to Wing leadership moving the organization towards the implementation of effective knowledge management practices. Promotes Wing's use of knowledge management and information sharing practices. Possess a thorough understanding of Air organizations, missions and procedures, and recommends appropriate technologies to support current policies and practices and advise on opportunities presented by emerging technologies. Facilitate a clear understanding of the needs and requirements of information required by the end-users. Promotes knowledge sharing between information owners and users through the organization's operational processes and systems. Facilitates collaboration for the Wing, tenants and GSUs through use of the latest technologies. Designs, builds, implements and maintains knowledge initiatives and provides a framework to ensure the harnessing of explicit knowledge. Develops integrative dashboards of data to enable informed decision making. Analyzes, evaluates, advises and improves work methods and procedures through information management automation. Bestows technical expertise and conducts training on system operation, hardware, and web management. Provides software support. (30%)
3. Manages overall processes for organizations to plan, coordinate, share and control information. Possess knowledge of the organization's core business/mission processes and procedures. Identifies and assists in establishing roles and responsibilities for supporting a knowledge management environment; builds knowledge working groups/teams. Migrates content to support and promote knowledge management. Supports and maintains the continuous development of new communities of practice through the analysis of current and projected work methods. Determines how knowledge will be structured, shared, controlled and accessible for the various needs of the organization. Defines roles and responsibilities related to data governance and provides clear accountability for stewardship of the commander's principle information assets. Serves as the primary liaison between users, functional areas, and technology. Validates all data related business requirements for managing and protecting data are clearly defined and communicated. Provides customer service by assisting and educating users on authoritative data sources, data services, and presentation tools to meet organizational objectives. (15%)
4. Manages the Records Management (RM) and Records Life Cycle Program. Enforces statutory records management requirements, to include training, policies, and technologies. Identify, organize, protect, share, archive, and dispose of official government records through automated management systems. instructions, and general guidance Collaborates with Wing IT security specialists to conduct risk analyses, security tests, evaluations.

Determines how knowledge will be structured, shared, controlled, and accessible for the various needs of the organization. Serves as the primary liaison between users, functional areas, and technology. Provides customer service by assisting and educating users on authoritative data sources, data services, and presentation tools to meet organizational objectives.
4. Manages the Records Management (RM) and Records Life Cycle Program. Enforces statutory records management requirements, to include training, Policies and technologies. Identify, organize, protect, share, archive, and dispose of official government records through automated management systems. Administer user access controls, electronic records structure, permissions, storage, password controls and procedures using applicable security policies and regulations. Develops and implements policy and guidance governing the implementation of knowledge management initiatives. Develops reports for base work centers and conducts an annual records review for unit commanders.
