The primary purpose of this position is to manage and direct the Kirtland Air Force Base implementation of the Air Force Fitness Assessment program. Operates under the supervision of the installation Fitness and Sports Director or Assistant Director providing interpretation of Air Force policy while implementing procedures for fitness evaluations and improvement programs to local personnel.

Duties

Plan, develop and coordinate physical fitness testing schedules for all assigned military units to include geographically separated units that report to units of assignment under wing control.

Provide initial or refresher training courses on proper Fitness Assessment procedures to include instructions pertinent to local administration.

Procure, maintain and replace Facility Assessment equipment and obtain suitable equipment and any material as needed.

Responsible for limited specialized projects such as: fitness events, races and assignments involving development, testing, implementation and modification of fitness testing to include computer programs and operating procedures

Provide oversight and conduct training to newly assigned Unit Fitness Program Managers (UFPM), Physical Training Liaisons (PTL), Unit Fitness Assessment Cells (UFAC), and unit leadership on health and fitness evaluations, and intervention programs.

  • Must be able to obtain and maintain a certificate in first aid and cardiopulmonary resuscitation 30 days after entrance on duty.

  • Nationally recognized certification from an accredited program is highly recommended.
  • Must satisfactorily complete a pre-employment physical before entrance on duty, unless otherwise exempt.
  • Must be able to lift/carry items weighing up to 40 pounds and heavier items with assistance.
  • Must be able to obtain and maintain Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) certifications within 30 days after entrance on duty.

SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-05 level in federal service which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which may have been gained while assisting with the planning, organizing, coordinating, supervising, or evaluating community, industrial, outdoor, institutional, or other recreational programs; planning, establishing, or evaluating a recreational curriculum for junior college or higher academic levels; instructing in the principles and techniques of recreational program planning and management and serving in a leadership role in the programs and activities of local, regional, and/or national recreational organizations.

OR

EDUCATION: Successful completion of one full year of graduate education in a field of study such as general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of physiology and exercise techniques sufficient to conduct a physical fitness program to include monitoring and developing personalized assessments techniques and improvement plans in accordance with American College of Sports Medicine.

2. Skill of various office automation software programs, tools and techniques to support office and facility operations to produce a variety of documents such as, reports, letter, spreadsheets, databases and graphs.

3. Skill in administering cardiovascular endurance and strength assessments and ability to assess client fitness results to determine appropriate follow-up care.

4. Skill of computer hardware/software systems and their interfaces and ability to analyze software/hardware problems and develop economical solutions.

5. Ability to communicate effectively, both orally and in writing and ability to train patrons in large groups and/or brief groups from a wide variety of backgrounds.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The employee performs work involving physical movements such as demonstrating proper push-ups and sit-ups, standing, walking or bending for long periods, or frequent lifting und carrying of moderately heavy (up to 40 pounds) materials and supplies. May occasionally lift and carry heavier materials with assistance.

Testing Designated Position: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
