Duties

The majority of this person¿s time will be spent supervising, planning, organizing, coordinating, marketing, performing administrative duties, and directing a comprehensive youth sports program.  The youth sports program may include seasonal leagues, sports camps & clinics, and special events.  Works closely with Headquarters Marine Corps Sports Office to develop and implement current youth sports program policy and ensures the program is in compliance with the Marine and Family Programs Division, Child and Youth Programs Higher Headquarters Inspection Process.  Responsible for hiring, training, scheduling, assigning and distributing work, coaching, counseling, tutoring, and mentoring employees.  

Assists in the development of short and long term strategic plans for the youth sports program and recommends sports activities to be offered after conducting program reviews of other installation and off base youth sports programs.  Responsible for meeting established goals and effectively managing the resources of assigned programs.  

Organizes the recruiting, training, and supervision of volunteers critical to the execution of the Youth Sports program.  Ensures all volunteer coaches have completed the required background checks prior to performing coaching duties.  Monitors coaches to ensure compliance with the National Youth Sports Coaches (NYSC) policies and guidelines.  Conducts clinics or seminars to train athletes, coaches and officials in related sports programs. Ensures that the guidelines set out in the DoDI 606.04 ¿Youth Services¿ are enforced.

Serves as the Marketing Ambassador for the Youth Sports program.  Oversees all marketing and sponsorship activities in support of the Youth Sports program and ensures all events are properly publicized.  Oversees all youth sports contracts.

Utilizes a planning process to ensure all administrative, logistical, marketing, ORM, fiscal, venue, and other critical event planning components are accounted for in each program, sport or event offered.  Ensures all playing facilities and surfaces are properly reserved for team practices and games, maintained, safe, ready for play, and are prepared in accordance with the rules and regulations of the sport and league. Provides oversight for the maintenance, use, serviceability of the youth sports office and warehouse.

Adheres to safety regulations and standards.  Uses required safety equipment, and observes safe work procedures.  Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.  Consistently provides World Class Customer Service with an emphasis on courtesy.

EVALUATIONS:

CONTINUATION OF DUTIES: 

FINANCIAL RESPONSIBILITIES:  Prepares supporting data for new plans and budget requirement recommendations.  Provides oversight and use of approximately $235K in APF funds and $190K in NAF funds during respected fiscal years.  Ensures projected revenue of approximately $160K per year is consistent with budget planning and analysis. Ensures proper budgetary procedures and limits are adhered to and that accurate fiscal data is reported to supervisor. Supervises the processes and procedures related to online registration ensuring an efficient, organized ease of use for the customer and the youth sports staff that utilize this contracted service.  Works with outside contractors and sponsors to plan, organize, and coordinate events or services and maintains accurate records of contracts and or sponsorship agreements.  Submits purchasing requests in support of officiating, photography, and all other contracts and other large-scale purchases as needed. Monitors a very extensive equipment issue program and is responsible for approximately $250K in equipment inventory. Ensures proper equipment inventory and required accountability inspections are conducted by staff. Maintains and enforces security of funds, merchandise, equipment and supplies to preclude or minimize the potential for fraud, waste, and abuse.

ADDITIONAL RESPONSIBILITIES: Serves as liaison with other military services, organizations, and local communities.  

WORKING CONDITIONS:  Applicants will work all shifts to include nights and weekends and indoors and outdoors in support of the program.  

REQUIRED CERTIFICATIONS (MCCS funded):  Incumbent is required to obtain and maintain a CPR and first aid certification within the first three months of employment.  Must be able to complete the National Youth Sports Coaches clinic-training program and maintain current instructor training status.  May be required to obtain a Contracting Officers¿ Representative or ¿COR¿ certification. 

QUALIFICATIONS:  Must have three years of experience that demonstrates knowledge of the principles, concepts, and methods of youth sports and/or fitness program operations. Must have a minimum of two years¿ experience in a variety of clerical duties such as typing, filing, record keeping, etc.  Must have at least 2 years of experience and expertise in utilizing online registration platforms.  A degree in a related field is preferred. Must have excellent oral and written communications skills. Must have excellent customer service skills and the ability to successfully plan, organize and execute a youth sports league and special events. Applicants must have the ability to maintain effective working relationships with all levels of employees, both inside and outside the organization. Must be able to work with little supervision. This is a mixed position where the incumbent must be able to lift and carry objects up to 45lbs independently and objects over 45lbs with assistance. Must possess a valid state driver¿s license. 

Must be able to obtain and maintain a National Agency Check with Inquiries and State Criminal History Repository Check (CNACI) background checks which are required for positions that involve working with children under 18 years of age.
