Duties

Serves as a member of the executive staff of MCIWEST-MCB CAMPEN and advisor to the Assistant Chief of Staff (AC/S) and Deputy AC/S MCCS. Provides and supervises administrative and logistical support services to the AC/S and Deputy AC/S. Interacts with high-level officials (i.e., higher headquarters, General Officers, etc.), installation commanders, and MCCS Directors across MCIWEST-MCB CAMPEN Region. Coordinates with the MCIWEST- MCB Camp Pendleton Adjutant and Adjutant¿s Staff, Staff Secretary, and Protocol Officer when necessary to properly complete and route correspondence and other materials and ensure compliance with procedures and policies. May be delegated signatory authority for selected administrative matters. Provides guidance to administrative staff across organizational subdivisions at all installations within the Non-appropriated Fund Instrumentality (NAFI) to further the organization¿s administrative program. Exercises leadership in the form of regular training sessions for administrative professionals across the NAFI in order to ensure maximum levels of standardization and adherence to all requirements regarding correspondence and records management.

Organizes flow of operational program processes in an office environment. Establishes status of actions on numerous projects and programs operations. Provides tracking system for executive taskings, a myriad of time- management assistance processes for senior management, and initiates control measures to ensure timely completion of projects and/or reports. May serve on a variety of advisory committees. Reviews and interprets directives and regulations. Maintains official files. Advises staff on development and implementation of local administrative directives and procedures. Develops internal policies, procedures and work methods affecting administrative management operations. Ensures compliance by managers and supervisors by reviewing and revising studies, reports, and correspondence for accuracy and format. Collects, compiles, and organizes information and data to meet administrative requirements. Prepares correspondence and drafts instructions. Oversees and administers the MCCS Command Chronology program, Awards, Vital Records Program, Freedom of Information Act Program, and Appointment Letters, and publishes holiday hours for MCCS businesses and facilities.
Facilitates methods for automating reports and correspondence. Uses a personal computer to transmit correspondence and create reports, databases, spreadsheets, graphics, slide shows and presentations. Manipulates data to meet presentation and report requirements. Enforces and trains employees on proper Naval correspondence rules and correct grammar, spelling, capitalization, and punctuation. Receives telephone calls, visitors, complaints, and outside contacts and directs them to appropriate contacts when necessary. Receives and delivers messages to staff members. Routes incoming mail to staff sections. Establishes suspense dates to collect responses and submits information as required by requests. Develop and manage internal procedures and resources to ensure maximum efficiency of Administrative offices. Responsible for coordination of all maintenance, technology, and equipment requirements for Administrative offices. Manages new property resources and may provide analysis and direction on office space layout and improvements.

Supervises employees to include assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave; recommending and completing personnel actions; completing performance reviews and signing timecards; training employees; and keeping abreast of and actively supporting the principles of the EEO program and prevention of sexual harassment. Must be alert to alcohol abuse and take appropriate action.
Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact, for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.

CONTINUATION OF DUTIES:  Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program. Advises employees of available safety regulations, instructions, materials, and equipment. Promptly reports workplace accidents to the Human Resources Office. Ensures safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions and follows through with appropriate action. Ensures minimal loss of duty by complying with ¿Return To Work¿ program initiatives and following up on employee well-being.

Performs other related duties as assigned.

QUALIFICATIONS:  Four years experience that demonstrates broad knowledge of administrative practices and principles. One year experience with a Navy or a Marine Corps Administration office, one year experience in a support role to senior executives and one year experience in supervising subordinate staff is required. Ability to coordinate effectively with all levels of internal management and external agencies. Ability to identify and analyze problems and recommend solutions and alternatives. Skill to prepare documentation and presentations in proper format in accordance with Naval correspondence rules of grammar and punctuation. Must be flexible and able to work in a fast paced, demanding work environment. Must demonstrate excellent communication skills, both written and verbal. Skill to organize and coordinate multiple high visibility projects simultaneously. Must have strong computer skills, to include all Microsoft Office programs.

Skill to supervise employees in the accomplishment of work. This is a white-collar position where occasional lifting up to 20 lbs may be required.

1.  Furnish a copy of the PCS orders with reporting date to the new duty station and authorized move with spouse. If the spouse is not listed on the PCS orders, the spouse must provide documentation (i.e. marriage certificate, valid military ID, etc.) verifying marriage prior to PCS orders (must have been married to the military sponsor before relocation to the new duty station).
