Duties
Serves as program manager for the Relocation Assistance Program (RAP) and sponsorship training operations Marine Corps wide.
Monitors program operations, plans, develops and administers the programs to provide an integrated system of service that links clients with available and appropriate resources at the lowest cost without duplication of efforts.
Stays abreast of professional developments and standards in the community, to ensure that the programs provide the highest level of service, in accordance with national and Marine Corps standards.
Assists in the development and coordination of Department of War (DOW) and Secretary of the Navy (SECNAV) policies to ensure the needs and priorities of the Marine Corps are met, attends DOW and SECNAV conferences and meetings, as required.
Develops minimum standards governing programming, policy, procedures and personnel, and writes Marine Corps policy for the RAP and sponsorship program, ensuring that Title 10 relocation services are provided and that policies are updated to reflect program changes when necessary. This includes coordination of policy changes with other Marine and Family (MF) programs to avoid service gaps and duplication.
Analyzes and develops proposals or provisions in terms of impact on program resources requirements, to include the development of new and standardized operating procedures.
Conducts review of the administration and operation of program delivery and provides guidance to the field.
Develops and analyzes data to be used in preparing analytical and interpretative reports and guides of program operation.
Selects pertinent techniques for data collection to identify aspects of successful program operations.
Analyzes and overseas submission of monthly program metrics and provides reports for leadership and the DOW on program usage, as required.
Establishes and maintains procedures to ensure that installations maintain current and updated information on relocation focused service agencies and organizations.
Provides RAP functions at Headquarters, to include responding to website inquiries and interacting with the public, when required.
Oversees the coordination of quarterly updates of resource information on the Defense Installation Messaging System (DIMS), to ensure that DOW standards and deadlines are met.
Maintains extensive contact with installation RAP specialists and officials of other related agencies, organizations, and sister services, to advise on areas such as changes or improvements in program objectives or staffing, redirecting program specialists to provide more efficient and effective service, and developing new or revised curricula for staff development.
Conducts outreach with community relocation assistance providers and outside agencies to coordinate the sharing of updated resource information, and to remain current on changes in the professional RAP community that can impact the Marine Corps¿ program.
Carries out on-site reviews and certification of operations of installation RAPs and develops and revises guideline material such as statements of policy and standard operating procedures for use by agency officials.
Reviews proposed changes to program plans and agency procedures to determine compliance with requirements and ensures that changes do not include provisions contrary to established processes and procedures.
Identifies provisions clearly not consistent with requirements and recommends remedial action necessary to correct inadequacies.
Provides training or briefs on RAP and the sponsorship program to include annual training for installation staff, as required.
Monitors programs on a regular basis and initiates corrective action to ensure support of operating programs of the Marine Corps.
Develops long-range plans in conjunction with internal operating directives, to include budgetary requirements.
Performs other duties as assigned.
This is a white-collar position where occasional lifting to 20 lbs. may be required.

EVALUATIONS:
Qualifications
A minimum of three (3) years of experience that demonstrates a broad knowledge of the Permanent Change of Station (PCS) process and the ability to provide relocation assistance to service members and their families.
Relevant education may be used as a substitute for experience.
Skill to independently oversee day-to-day operation of an ongoing program of large scope involving significant responsibility that encompasses the mission, functions, operations, and activities authorized and funded.
Knowledge of the programs and services military families may use to successfully navigate relocation to include housing, childcare and healthcare options, school transitions, Exceptional Family Member Program (EFMP) coordination, spouse employment assistance, and legal and financial counseling.
Knowledge of the laws, policies, regulations, and resources pertaining to PCS moves.
Ability to express self orally and in writing in a highly professional manner, sufficient to prepare and conduct briefings to an audience of high-ranking military and civilian officials, to meet and work with diversified groups, individuals and organizations, and to compose written reports and material clearly, concisely and effectively.
