Summary

The primary purpose of this position is: to provide congressionally mandated assistance for eligible personnel and families who are undergoing a permanent change of station (PCS) including a full range of services, benefits information, counseling, and training on relocation and military lifestyle issues.

Duties

- Assists specialists in providing relocation programs and services for student military personnel and their families.
- Conducts interviews of individuals/families to identify their relocation needs, financial needs and spouse employment needs. ·
- Assists with the maintenance of current information on services designed to orient new military personnel and their family
members to the unique requirements of the military lifestyle and to include: obtaining/maintaining financial solvency; spouse career/life planning; and family relocation.
- Assists with the maintenance of current information on relocation services available on the installation and in the local
community to include city, state and federal, and maintains a current network of services and trends involved in worldwide
relocation.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the basic principles, concepts, and methodology used in Air Force Airman & Family Readiness Flight and Activities (Air Force Aid, Relocation, Financial Mgt, Transition Assistance, Family Life, Career Focus and Information and Referral).

EDUCATION: Graduate education or an internship meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position. One full year of graduate education meets the requirements for GS-7. Two full years of graduate education or a master's degree meets the requirements for GS-9. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. General knowledge of social services delivery-systems relating to one or more of the social or behavioral science -fields.
  2. Skill in conducting interviews to establish the nature and extent of concerns/issues and provide assistance in determining appropriate referral services/options.
  3. Skill in establishing and maintaining effective working relationships using tact arid diplomacy in interacting with individuals/families and program support representatives.
  4. Skill in using various computer software database, spreadsheet, word processing, and network programs· such as internet, Word, Excel, Powerpoint, FAMNET, Defense Outplacement Referal System (DORS), Transition Bulletin Board (TBB),
    and Standard Installation Topic Exchange Service (SITES).
  5. Ability to communicate effectively both orally and in writing.
  6. Ability to collect, evaluate and disseminate information.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
