Summary

This RESILIENCE AND RISK REDUCTION PROGRAM SPECIALIST is located in the Military Personnel Office (MILPO), Army National Guard (ARNG)and is part of the CA JFHQ J1 HRO.

Duties

THIS IS A T5 EXCEPTED SERVICE, TEMPORARY POSITION NOT TO EXCEED 1 YEAR

Selectee may be non-competitively extended up to 4 years if/when funding becomes available.


The primary purpose of the RESILIENCE AND RISK REDUCTION PROGRAM SPECIALIST, GS-0301-9, is to develop, evaluate, coordinate and deliver comprehensive, target group oriented preventive education and training and administrative support in administering the Resilience, Risk Reduction and Suicide Prevention Program (R3/SPP).

  • Serves as the collection/collaboration point of contact (POC) for the submission of crimes against persons and property, injuries/accidents, spouse abuse, child abuse and suicide attempts/completions in a computerized spreadsheet system. Maintains adequate records and databases to administer the programs information to provide the necessary reports to the MILPO. Works with and advises management in developing policies and procedures to help solve administrative problems.
  • Develops training modules for each target group that includes development of lesson plans, supporting visual aids, etc. Designs special courses in response to identified trends and needs of the command, e.g., a high risk profile in crimes against persons at work would dictate a course on violence in the workplace, or matters of general Soldier resilience. Coordinates information for seminars, conferences and orientation workshop's as appropriate in providing instruction and specialized intervention education (stress management, low risk decision making, etc.) to soldiers, family members and civilians.
  • Analyzes the MILPO readiness and support budget functions and provide recommendations to resolve existing or forecasted shortages. Provides advice and assistance to accommodate soldier's needs during full or partial unit mobilizations and to alleviate concern of members about soldier/family welfare in the event of mobilization. Provides plans that maximize readiness and support resources for soldier/family member assistance during day-to-day. Assesses, identifies, and determines soldier/family issues, trends, needs, program priorities, and program effectiveness through utilization of appropriate research methods and resources. Analyzes ongoing soldier/family services evaluation program and provides recommendations to resolve problems of overlap, duplication or conflict and to ensure effective goals and objectives are accomplished.
  • Works directly with the various command groups in scheduling events and meetings or development of committees for the programs related to risk reduction. Coordinates with the Sexual Assault Prevention and Response (SAPR) and State ADCO to provide initial response and support to Commanders and personnel during critical incidents, as well as reviews alcohol offenses and drug positives (to include unit positive urinalysis data) to determine comorbid trends.

The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

Qualifications

RESILIENCE AND RISK REDUCTION PROGRAM SPECIALIST, GS-0301-9: Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Develops, implements, coordinates and monitors all aspects of the R3/SPP related to identification, assessment, intervention and preventive education; Provides ongoing needs assessments; promotes informed decision-making about prevention, design and delivery; Creates quality spreadsheets, printouts and graphics for use by commanders, assesses data and provides command consultations to commanders at all levels recommending intervention strategies; and provides plans for an efficient resource management program and maximum support of service delivery.
