Duties
As a RESOURCES MANAGER, GS-0501-12, you will serve as a principal advisor to the CFMO regarding resource management. Initiate, administer, and execute necessary actions for CFMO programs. Oversee and perform program analysis, including planning, programming, budgeting, funds allocation, procurement, accounts management, internal controls, and reporting. Provide expert guidance in the development and preparation of budget submissions, execution and closeout. Evaluates and validates budget proposals. Analyze and interpret historical information and determines cost-factors for negotiated agreements. Plan and schedule work in a manner that promotes a smooth flow and even distribution. Perform other duties as assigned.

- The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.

- Military positions with financial management occupational specialties require financial management certification within 2 years of notification.

- Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.

Qualifications
Military Grades: E-5 through O-5
Compatible Military Assignments:
ARNG Officer - Branch 36A, Financial Manager, and Branch 42B, Human Resources.
ARNG Warrant Officer - MOS 420A, Human Resources.
ARNG Enlisted - ECMF 32B, Financial Management, and MOS 42A, Human Resources.
GENERAL EXPERIENCE: Must have experience creating, exploring, evaluating, designing, and sharing solutions and the validity of their predicted performance to resolve problems, conditions, and issues; experience applying a range and depth of knowledge acquired specifically through an intensive learning regimen of the theories, concepts and principles of a body of accounting and/or auditing knowledge; experience, training or skills of professional accounting and/or auditing analysis, theory and principles in adapting to the unique requirements of a particular program.
SPECIALIZED EXPERIENCE: Must have 36 months specialized experience analyzing, evaluating, modifying and developing the basic programs, policies and procedures which facilitate the professional work of accounting and/or auditing; ability to apply analytical reasoning in the identification, analysis, and evaluation of budgetary problems for the development of alternative solutions, involving resolution of conflicting goals and objectives (e.g., increased workload coupled with decreased funding),in order to administer programs efficiently and effectively and to develop recommendations for improvement; a comprehensive knowledge and skill in the identification, analysis, and resolution of a range of budgetary problems associated with program execution; Knowledge of state and Federal accounting systems in order to appropriately administer CFMO programs; A working knowledge of accounting principles and procedures to effectively execute Federal and State programs; experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel.

Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management is preferred.
