Duties
Temporary promotion not to exceed one (1) year, but may be extended up to (2) years.
This National Guard position is for a RESOURCE MANAGER (Title 5), Position Description Number T5432P01 and is part of the CT G1, National Guard.
JOB SUMMARY: The purpose of this position is to accomplish management and financial administration of programs under the control of the G1.
The major duties include, but are not limited to:
- Serves as a principal advisor to the G1 regarding resource management. Initiates, administers, and executes necessary actions for G1 programs.
- Oversees and performs program analysis, including planning, programming, budgeting, funds allocation, procurement, accounts management, internal controls, and reporting.
- Provides expert guidance in the development and preparation of budget submissions, execution and closeout.
- Analyzes and interprets historical information and determines cost-factors for negotiated agreements.
- Plans and schedules work in a manner that promotes a smooth flow and even distribution.

Qualifications
GENERAL EXPERIENCE: All series personnel performance levels must be validated at the next higher level before being eligible for merit promotion consideration to the GS-0501 graded-position and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. However, a new hire federal civilian service program applicant should have competent experiences that are equivalent or commensurate to the financial administration program business with demonstrated understandings of the program's principles and concepts.
SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 24 months of specialized experience in the following:
- Experience demonstrating broadening finance, resource management, accounting and/or audit program competencies in leading, planning and scheduling program work in a manner that promotes smooth flow and even distribution of assigning work requirements.
- Experience training and guiding employees on finance programs and assigning tasks.
- Experience balancing finance program work requirements, finance and budget program policies, and providing advice, mentoring, and direction on a wide variety of tasks; and addressing employee performance issues.
- Experience structuring assignments that created effective and efficient procedures with measured and improved task processes.
- Experience and/or endorsements on mentorship competencies that were provided to employees.
- Experience (supervisory) demonstrating improving training applications for career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies.
- Experience demonstrating a working knowledge of equal employment and affirmative action programs.
- Experience demonstrating a comprehensive working knowledge of planning, programming, budgeting, and executing regulations (DOD, DA, NGB, state, local, and other federal), guidelines, and processes.
- Experience demonstrating a thorough knowledge of execution of NGB and state programs to ensure adherence to statutes.
- Experience demonstrating a comprehensive knowledge of NGB and state goals, objectives, and priorities.
- Experience demonstrating skill and knowledge on working the budget program.
- Experience in the identification, analysis, and resolution of a range of budgetary problems associated with program execution.
- Experience applying analytical reasoning in the identification, analysis, and evaluation of budgetary problems for the development of alternative solutions that resolved conflicting goals and objectives.
- Experience demonstrating a working knowledge of the format and composition of financial documentation to support all budget processes.
- Experience using public laws that govern multiple ARNG and state program appropriations.
- Experience demonstrating a working knowledge of state and Federal accounting systems that administer G1 programs.
KNOWLEDGE, SKILLS AND ABILITIES:

- Knowledge of budgeting and program methods and procedures to execute multiple budgets.
- Knowledge and skill in the identification, analysis, and resolution of a range of budgetary problems associated with program execution.
- Ability to apply analytical reasoning in the identification, analysis, and evaluation of budgetary problems for the development of alternative solutions, involving resolution of conflicting goals and objectives (e.g., increased workload coupled with decreased funding), in order to administer programs efficiently and effectively and to develop recommendations for improvement.
- Knowledge of the format and composition of financial documentation to support all budget processes.
- Knowledge of the authorization and appropriation public laws governing the multiple ARNG and state program appropriations.
- Knowledge of state and Federal accounting systems in order to appropriately administer G1 programs.
- Knowledge of accounting principles and procedures to effectively execute Federal and State programs.
- Knowledge of present and future state ARNG force structure.
- Knowledge of automation and various applicable software programs.
FINANCIAL MANAGEMENT CERTIFICATION: As a condition of continued employment in the GS-0510-12 position and dependent on the positions certification level (level II), the employee must complete the higher financial management certification within 24 months of appointment to the position.
Education
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: To qualify for the National Guard GS-0501 Title 5 Excepted Service positions, on the basis of completed undergraduate or graduate education, the awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position
Additional information
Primary Change of Station (PCS) relocation expenses will NOT be paid.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions
not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
