This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Position maintains and repairs railroad tracks, equipment, and facilities.

Duties

  • This is a developmental position being filled at the WG-04 or WG-05 Level. At the developmental levels you will perform developmental assignments under closer than normal supervision.
  • Assignments become progressively more difficult until the next performance level is reached. The full performance WG-05 level of this position entails the following duties:
  • Align and secure track components to maintain the stability and safety of the railway system.
  • Identify common defects like broken rails, crushed heads, defective ties, and loose spikes to determine if minor repairs, such as switching spikes, plugging holes, tightening bolts, adding gauge rods, or firming ballast, are sufficient.
  • Ensure that tools and equipment are used correctly and safely, including understanding their functions and safety features.
  • Inspect and measure railroad track parts to ensure they meet specific standards and specifications.
  • Adjust or replace parts like joints, angle bars, gauge rods, rails, and anchors to ensure they fit correctly and function properly.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The duties of the position require Temporary Duty Travel (TDY) or business travel up to 30% of the time, to include travel to OCONUS locations.
  • This position requires the incumbent to complete the Railroad Safety Course within 30 days of appointment and to attend an annual Railroad Safety refresher course.
  • This position meets the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted. This position is subject to a pre-employment screening and random testing.
  • This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position requires the incumbent to possess and maintain a valid stateside driver's license.

Qualifications

Who May Apply: US Citizens

You will receive credit for all qualifying experience, including volunteer experience.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

WG-04 Minimum Qualifications (Screen Out Element): Ability to do the work of a Railroad Repairer without more than normal supervision: I have the ability to perform simple tasks such as performing visual inspection of railroad tracks; basic railroad maintenance repairs such as tightening bolts or switching out spikes; or using basic hand tools or power tools such as wrenches, hammers, drills, and spike pullers. Failure to meet this Screen out Element will result in an ineligible rating.

WG-05 Minimum Qualifications (Screen Out Element): Ability to do the work of a Railroad Repairer without more than normal supervision: I have the ability to perform common tasks such as selecting the appropriate tools for planned railroad repairs; operating common railroad repair tools such as spike pullers, rail saws, rail drills, tamping bar, wrench, or tamping bar; or adhering to safety guidelines applicable to railroad maintenance, ensuring compliance with industry standards. Failure to meet this Screen Out Element will result in an ineligible rating.

PHYSICAL EFFORT:
The incumbent performs extremely strenuous work for long periods. Work may require constant kneeling, crouching, lifting, pushing, and similar body and limb movements. The incumbent may be required to lift and carry equipment weighing over 80 pounds. All lifts over 50 pounds will be assisted with a two person lift or using a mechanical handling equipment lifting device. The two person lift limit is 100 pounds and will only be used for single event, non-routine lifts.

WORKING CONDITIONS:
The incumbent will be required to work outside in all types of weather and may be subjected to loud machinery noises, possible burn from hot equipment, fumes from creosote, smoke, dirt, falls and possible injuries from handling equipment.

  • Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.
