Job Description (Please follow all instructions carefully)

Summary

Performs duties related to Real Property functions, and/or disposal of real property in the Realty Office under the Master Planning Division (MPD), Engineering Department (ED) of the United States Section, International Boundary and Water Commission (USIBWC).

Duties

  • Coordinates with field office managers and headquarters personnel on all license, lease, and permit matters.
  • Prepares various real property and land management reports.
  • Prepares and coordinates the preparation and update of agency property maps using internal agency GIS, existing maps, sketches, and field survey notes.
  • Conducts field inspections of real property to ensure compliance with agreements and regulations.
  • Reviews and responds to the agency's real property program, including right-of-way easements, utility easements, and encroachments of real estate in fee, to meet the needs of agency plans and operations.

Minimum Qualification Requirement - In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: you must have 1 year of specialized experience equivalent to at least the next lower grade level. Experience that equips you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position and that is typically in or related to the position being filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level or equivalent pay band.

GG-09: Examples of Specialized experience: practical knowledge of real estate principles to assist with administering real property operations through accountability and disposal requirements; fundamental knowledge of realty and appraisal practices; fundamental knowledge of property ownership or lease ownership; supplemental knowledge of measuring or determining distances, areas, and land boundaries; and interacting with a variety of individuals to assist with the negotiation of property acquisitions that is equivalent to the GG/GS-07 grade level or equivalent pay band in the Federal service or equivalent experience in the private or public sector, which provided you with the knowledge, skills, and abilities to perform the duties of this position.

GG-11: Examples of Specialized experience: utilizing real estate principles, concepts and practices to manage and administer real property operations through accountability and disposal requirements; knowledge of realty and appraisal practices and principles, and different types and conditions of property or lease ownership; measuring and determining distances, areas, and land boundaries; interacting with a variety of individuals to negotiate property acquisitions that is equivalent to the GG/GS-09 grade level or equivalent pay band in the Federal service or equivalent experience in the private or public sector, which provided you with the knowledge, skills, and abilities to perform the duties of this position.

Time in Grade (TIG): Current and former Federal employees must have a minimum of 52 weeks at the next lower grade level to be eligible under Merit Promotion procedures. An SF-50 must be provided that verifies eligibility as stated in the Area of Consideration section.
