Who May Apply: Recent Graduate: a person who was awarded a degree by an institution of higher education not more than two years before the date of the appointment of the applicant. Exception: For a person who has completed a period of obligated service in a uniformed service of more than four years, the degree may be awarded by an institution of higher education not more than four years before the date of the appointment of the applicant.
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. NOTE: This is a developmental position. The duties of this position lead to the full performance level of GS-1170-11. Incumbent may be appointed to the GS-05, GS-07, GS-09 or GS-11 (depending on qualifications and at management discretion). If selected at the lower grades, the incumbent may be non-competitively promoted to the next higher grade level of the position upon meeting all regulatory requirements; certification by the supervisor of successful performance; completion of all training requirements; and the availability of work at the next higher grade level.
Promotion is not automatic.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
Requirements for GS-05:
General Experience: At least one year of general experience which includes compiling correspondence and documents related to real estate projects; assisting higher graded staff in preparing for negotiations; or reading and interpreting various types of maps and surveys; and/or assisting with property inspections. This is typical of work performed at the next lower grade/level position in the federal service (GS-04).

Education: Four-year course of study leading to a bachelor's degree.

To compute the percentage of the requirements, divide your total months of experience by 36, then divide your total number of completed undergraduate semester hours (or equivalent) by 120, then add the two percentages.

Requirements for GS-07:
Specialized Experience: One-year of specialized experience which includes reviewing and researching real estate policies, procedures, regulations and contracts related to federal in-leasing practices; assisting higher graded staff in real estate related tasks such as: developing lease requirements and completing leasing documents. This definition of specialized experience is typical work performed at the second lower grade/level position in the federal service (GS-05).

Education: One full year of graduate education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as business administration, public administration, organizational management, or other closely related disciplines pertinent to the management and administration of real estate transactions.

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as College or Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field during the final 2 years of the curriculum; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (

Specialized Experience: One year of specialized experience which includes implementing real estate principles, concepts, and practices; assisting with real estate transactions or related administrative work; participating in lease negotiations and/or managing existing leases for current projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills and abilities necessary to do the work of the position, such as: business, administration, public administration, organizational management, or other closely related discipline pertinent to the management and administration of real estate transactions.
