Summary
The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.

Human Resource Management provides the ODNI with responsive, customer-focused human-resource services that support the organization's mission to protect and defend American lives and interests.
Provide information, advice, and guidance to managers and employees on a broad range of HR issues/functions in one or more areas of HC Work/Life Strategies & Benefits.
Support HRM in all records management responsibilities, including the collection, and retention of records within HRM.
Ensure that customers' needs are met and that information is timely.
Continually expand personal expertise with regard to the development and implementation of information sharing tools, technology, plans, and policies to facilitate the cooperation and effective coordination of the Office of the Director of National Intelligence (ODNI), the IC, and other U.S. Government agencies.
Assist with the collection, retention and release of ODNI records within HRM, ODNI and outside agencies. Ensure that all documents are retained in a digital form following all OPM guidance and federal laws.
Serve as point-of-contact for resolving issues related to benefits raised by management and staff by conducting research and providing interpretations of the appropriate HR laws, regulations, policies, procedures and/or handbooks.
Work collaboratively with other HROs, especially those who work at our business partner organizations, to build a strong working knowledge of employee benefits and services.
Contribute to and provide written and oral briefings to internal customers (such as an EOD class) on HR benefits issues and explain complex information to clients and stakeholders in a clear and consistent manner.
Work collaboratively on projects, such as creating standard procedures that cross Human Resource Management groups, using project management principles.
Maintain productive working relationships with colleagues, HR managers, and customers as appropriate and use these relationships to share information of interest and explain the specifics of HR programs.

- Must be a U.S. Citizen residing in the United States
- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.
Qualifications
Mandatory Requirements:
Thorough knowledge of the mission, charter, roles and responsibilities of ODNI and/or of individual IC organizations.
Basic knowledge of information sharing and records management activities dealing with sensitive information.
Ability to communicate clearly, orally and in written reports and documents, policies, plans, and programs related to improving information sharing across the U.S. Government.
Ability to logically analyze, synthesize, and judge information, as well as the ability to review and incorporate multiple sources of information in performing assignments.
Ability to develop effective professional and interpersonal relationships with peers and colleagues in ODNI, the IC, and U.S. Government, and to earn their confidence and trust.
Ability to balance responsibilities among assigned activities; including the ability to manage transitions effectively from task to task, and adaptability to varying customer needs.
Ability to effectively diagnose, isolate and expediently resolve complex problems pertaining to data and security engineering, and prior exposure to implementing security in a cloud environment.
Ability to identify emerging information sharing trends and issues, as well as the ability to assess the influence of these trends and issues on the effectiveness of U.S. Government programs.
Interpersonal, organizational and problem-solving skills, including ability to work effectively with all levels of the ODNI. Strong oral and written communication skills.
Ability to prepare or provide inputs to deliverables and organize and present information to officers at a variety of levels of the organization.
Ability to represent HC and ODNI in a positive, proactive manner and ability to manage competing priorities while adhering to strict deadlines.
On average 2-4 years of progressively responsible experience in Human Resources.
Desired Requirements:
At least one year of information sharing and records management work.
Bachelor's degree.
