Summary

This position is assigned to both Hickam Beach and White Plains Beach, a section of the Outdoor Recreation Division, Morale, Welfare and Recreation, Joint Base Pearl Harbor Hickam (JBPHH). The purpose of this position is to enforce rules and regulations pertaining to ocean safety, maintenance of facilities and equipment and, provide instructional classes and activities.

Duties

Major Duties and Responsibilities

A. Responsible for and initiates rescue and recovery efforts, contacting medical personnel and performing first aid services when necessary. Attends continuous training programs and can execute action plans in their area of coverage. Continuously observes swimming area to ensure safety of patrons. Ensures the swimming area is open to patrons at scheduled times and only authorized personnel are admitted to the area. Rescues swimmers in trouble, promptly administers first aid; and calls for medical assistance if and when needed. Warns swimmers of unsafe environment or health conditions, ocean conditions of rough water or hazards, and recommends closing swimming areas until safe conditions prevail.

B. Provides instructional classes and activities in snorkeling, spear fishing, bottom fishing, kayaking, stand-up paddle boarding, surfing, and similar outdoor adventure and beach activities. Familiar with boating equipment for safe operation; demonstrates safety and conservation techniques for campsites, water sports area, snorkeling areas, and fishing areas; demonstrates safe use of equipment and techniques of various outdoor activities.

C. Sets up, removes, and stores rental equipment encompassing on-base recreation area, cabanas and beach rental locations. Briefs rental customers on safety practices and techniques for using rental gear and performs pre and post rental gear inspections. May perform other related or incidental duties as assigned for the daily operation of the swimming area to include: cleaning of bath houses, beach areas, sunbathing areas, assisting beach shack customers to include collecting fees and completing retail sales. Provide customer service needs in trip and class activities as well as rental services.

A qualified candidate must possess:

FACTOR 1. KNOWLEDGE REQUIRED BY THE POSITION:
Must have an approved and current nationally recognized certification of lifesaving and water rescue methods and skills, basic first aid training, and CPR (both child and adult) training. Must have experience and a working familiarity with rescue and recovery procedures. Must be able to perform first aid, CPR, and preventative water safety. Must have an understanding and working familiarity with the routines and procedures followed in group activities or programs; and practical knowledge and/ or experience of recreational activities and equipment, rules and procedures in a recreation program activity. Must be familiar with and be able to use boating and recreation equipment in an aquatics setting. Must have a general familiarity of snorkeling, fishing, stand-up paddle boarding and surfing. Must be able to perform general facility upkeep and maintenance such as cleaning and minor equipment repairs. Must have experience which provides a practical knowledge of swimming activities, surf rescues, rules and procedures. Skill in the use and maintenance of various pool and safety equipment is desirable.

FACTOR 2. SUPERVISORY CONTROLS:
Works under the general supervision of the Outdoor Recreation Director, Beach Aquatics Manager, head lifeguard and or Harbor Operations Manager. Assignments are to be received orally and as written policy directives for which the incumbent is responsible for independently completing. Review of the work is through evaluation of assigned programs in terms of degree of participation, safety, training, property accountability and condition of facilities.

FACTOR 3. GUIDELINES:
Operates within the scope of published guidelines as set forth by JBPHH Morale, Welfare and Recreation (MWR) and higher authority policy. Specific guidelines are available for reference purposes. Incumbent monitors equipment, takes head counts, observes and documents weather and ocean conditions and reports discrepancies to immediate supervisors. Conducts classes, workshops, excursions and trips recreational in nature based on guidelines, SOPs and Outdoor Recreation policies.

FACTOR 4. COMPLEXITY:
The work consists of delivering various forms of aquatic and outdoor programs to meet the expressed requirement of the customers served. Variations in the work depend on changes in patron usage, types of patrons, programming and the types of materials on hand with which to accomplish the task Programs are varied from time to time to meet patron needs.

FACTOR 5. SCOPE AND EFFECT:
The work affects the efficiency of the daily operation of the Outdoor Recreation, Beach and adventure program. The purpose of the work is to promote healthy recreation, in a first-rate facility and enhance the well-being and morale of the military community.

FACTOR 6. PERSONAL CONTACTS:
Incumbent has contact with a wide variety of customers and co-workers. Outside contacts may include business vendors and personnel of the Army, Air Force, Coast guard and Marine Corps involved with Outdoor Recreation operations.

FACTOR 7. PURPOSE OF CONTACTS:
Contacts are for the purpose of providing safety, activities and customer services on the installation and within the surrounding civilian community and to resolve operating issues to assure effective, efficient, and safe operations of the beach.

FACTOR 8. PHYSICAL DEMANDS:
Work requires physical dexterity while swimming and considerable standing, sitting, walking, stooping and lifting (40 lbs. maximum) materials.

FACTOR 9. WORKING ENVIRONMENT:
Incumbent works mainly outdoors with exposure to all environmental and weather conditions to include but not limited to sun exposure, wind, rain, storms, high waves, and unusual ocean conditions.

FACTOR 10. OTIIER REOUTREMENTS:
Position requires satisfactory completion of a National Agency Check
