Serves as the Recreation Management Specialist responsible for all aspects of recreation management on the unit including developed and dispersed recreation, wilderness, wild/scenic rivers, trails, special uses, and related programs on an Intermountain Region, Region 4 unit.

- Reviews Ranger District recreation programs to ensure compliance with Forest direction and all other applicable laws, regulations, and policies.
- Develops recreation program budgets and annual programs of work to carry out the objectives of the Forest as identified in the Forest Plan.
- Collects data, analyzes program needs, and recommends action to maintain a balanced budget for the Forest?s recreation function and ensure Forest Plan objectives are met
- Develops and coordinates recreation planning on the Forest including site-specific projects and landscape-level analysis, and provides this as input to the Forest land and resources management planning effort.
- Drafts policy, technical guides, standards, and methods for recreation management for use by Ranger Districts and subordinate staff.
- Analyzes and determines the effects of proposed recreation activities on natural resources and prepares environmental assessments and reports to document findings.
- Provides expertise and advice in assessing current recreation use, type, and standards, and in long-range planning, maintenance, and operation of recreation facilities and trails.
- Conducts field reconnaissance, provides advice as requested on various programs, including wilderness, trails, recreation facility construction/maintenance, development of new sites, operation/management of developed sites, and interpretive services.
- This is a supervisory position.

Specialized Experience Requirement:
For the GS-09 Level:
Applicants must have one year of specialized experience equivalent to at least the GS-07 grade level;
a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related;
an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
Qualifying specialized experience is one or more of the following:
Participate in surveys and studies of wilderness and other specially designated areas, and/or recreation use, facilities, and trails; Engage partners and volunteers to accomplish recreation and specially designated areas program goals and objectives; Process and administer special use permits for outfitters and guides, resorts, campgrounds, or other recreation operations and services; Develop or provide input to contracts and agreements that support program delivery.
For the GS-11 Level:
Applicants must have one year of specialized experience equivalent to at least the GS-09 grade level;
a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related;
an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).
Qualifying specialized experience is one or more of the following:
Engage partners, volunteers, and the public to collaboratively manage congressionally designated areas and recreation programs in accordance with applicable laws and policies; Evaluate effectiveness of recreation, special uses and specially designated areas programs to ensure changes are made as conditions arise; Analyze and determine the effects between recreation and resource management activities.
For the GS-12 Level:
Applicants must have one year of specialized experience equivalent to at least the GS-11 level.
Qualifying specialized experience is one or more of the following:
Project the cost of each program based on staffing, equipment, and supply needs; Collect data, analyze program needs, and recommend action to maintain a balanced budget for the unit's programs; Provide expertise and advice in the administration of wilderness, recreation, trails, special uses, and related programs and management activities; Reviewing and monitoring recreation, wilderness and related management activities, recommending ways to achieve goals and objectives, and reporting accomplishments.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
