Summary

This position is assigned to the Fitness Branch, Morale, Welfare and Recreation (MWR) Department, Naval Air Station (NAS) Sigonella, Italy. Plans and carries out a comprehensive program to include all fitness, sports and wellness activities to meet the needs of eligible patrons. Plans and implements fitness special events such as competitions and races, conducts outreach programs and provides instruction and secondary oversight of group exercise schedule and contractors.

AREA OF CONSIDERATION: Applicants have to be US citizens who are authorized command-sponsored dependents of civilian or military personnel stationed with official Government Orders at US NAS Sigonella, Italy.

Duties

  • Develops, implements and evaluates various annual fitness programs such as the Sigonella Run Series, themed races, competitions, and incentive programs and collaborates with other MWR Departments to provide these services.
  • Develops schedule of events ensuring maximum effectiveness in attracting and motivating participants and provides the widest possible range of activities in terms of military personnel interests and needs.
  • Collaborates with MWR Marketing to run an active public relations and publicity program using all available media resources including base radio, newspaper, and social media websites.
  • Establishes and maintains a working relationship with community organizations and commands in support of special events (e.g. Base Security, Health Promotions, Emergency Management, Safety Departments).
  • Develops after action reports and ensures best practices are established for future events. Recruits, instructs and oversees volunteers for programs.
  • Makes recommendations to the Fitness Coordinator for purchasing material and supplies for programs.
  • Provides input to the fitness coordinator when creating and modifying a comprehensive group exercise schedule to meet the needs of a variety of patrons.
  • Acts as the contracting officer's representative (COR) for personal training and massage therapy services and group exercise instructors.
  • Provides instruction on the proper implementation and maintenance of conditioning and training programs for aerobic fitness, muscular fitness, body composition and flexibility training.
  • Provides Command Fitness Leader (CFL), Navy Operational Fitness and Fueling Series (NOFFS) and Fitness Enhancement Program (FEP) Outreach.
  • Works with various command representatives to schedule, develop and implement physical fitness programs for military personnel.
  • May be asked to design and instruct group exercise programs (e.g. step, spin and water aerobics) inside and outside of the fitness facility.
  • May be asked to conduct fitness testing, which includes measuring aerobic capacity, body composition, muscular strength, flexibility, muscular endurance and blood pressure.
  • Utilizes Navy Fitness Director Management Service (NFDMS) to input patron counts, group exercise metrics, and report information to CNIC,
  • Ensures equipment is in good working order and reserved for Navy Physical Readiness Testing.
  • Assesses condition of equipment and makes recommendations to the Fitness Coordinator for purchasing parts and material.
  • Stays current with fitness programming trends to increase attendance and improve customer satisfaction.
  • Ensures fitness spaces and equipment are cleaned and well-maintained,
  • Completes other administrative duties as assigned by direct supervisor.
  • Supervises staff within the Community Recreation Program on a temporary, as needed basis. Includes recommending personnel actions such as recruitment, evaluation, counseling, employee development and termination on a temporary, as needed basis.
Performs other related duties as assigned.

Conditions of Employment

  • Work is performed both indoors and outdoors, in all weather conditions, and requires considerable amount of standing, walking, bending, stooping, lifting up to 45 lbs, moderate physical exertion and exercise demonstrations.
  • May be required to drive a motor vehicle.
  • Work schedule is subject to change and may include working days, evenings, weekends, occasional holidays, split shifts and early/late shifts.
  • Must satisfactorily complete a background investigation.
  • Must satisfactorily pass a pre-employment physical examination.
  • Must possess, or be able to obtain within 60 days of hire: Blood-borne Pathogen Training and Cardiopulmonary Resuscitation (CPR), First Aid, Automated External Defibrillator (AED).
  • Must possess, or be able to obtain within 60 days of hire: Fitness Instructor or Personal Trainer or Group Fitness Instructor certification from an accredited health/fitness organization.
  • Male candidates born after December 31, 1959, and at least 18 years of age, are required to certify that they have registered with the Selective Service System (Attach proof of registration).

Qualifications

Three (3) years of general experience, one (1) year of which was equivalent to at least GS-04/NF-02,

OR

4-year course of study leading to a bachelor's degree with major study in recreation, physical education or a related field

OR

A combination of experience and education.

General experience: experience that provided knowledge of the goals, principles, methods, and techniques of recreation, and an understanding of the interests of individuals or groups. A qualified candidate possesses the following:
  1. Ability to plan, develop and implement a diversified recreation program.
  2. Knowledge of training techniques.
  3. Ability to evaluate the effectiveness of all programs and to make recommendations for improving and correcting them.
  4. Ability to promote the program through customer relations, media, and public appearances.
  5. Ability to communicate both orally and in writing.
  6. Skill in Microsoft Office Programs.
