Summary

The purpose of this position is to analyze, evaluate and advise management on the effectiveness, efficiency and adherence to program standards of Counseling Advocacy and Prevention Programs.

Duties

Provides a complete range of program services which includes the assessment and evaluation of effectiveness for the family advocacy, clinical counseling, and SAIL programs. This includes the modification of plans and providing consultation on complex cases which require the use of a broad range of professional social science/ psychology knowledge of advanced concepts, principles, procedures, and practices.

Conducts detailed analysis of complex functions, work processes of technical line programs, and program outcomes and provides recommendations for improving the effectiveness of work operations. Develops new methods, organizational structures and management processes to increase program effectiveness.

Provides program policy guidance, program development, and quality assurance as they relate to Family Advocacy Program (F AP) Victim Advocacy and prevention efforts to include the SAIL program, New Parent Support Program, and FAP Education.

Develops and provides specialized curricula and training throughout the region tailored to program deficits and notable trends identified from internal needs assessment, records and clinical care reviews.

Coordinates and provides oversight on the administration of protocols of the SAIL program.

Provides technical assistance to installation CAP staff via consultation on clinical case reviews and suicide prevention programs.

Conducts ongoing review of the SAIL program to develop and implement a sustainable program with measurable results for improved effectiveness and service delivery.

Monitors compliance with program standards and scope of care related to Navy prevention programs across the region.

Researches trends in mental health fields, suicide prevention, risk management and client care; assessing needs for counseling services and ensuring the effective coordination of care in managing FFSC prevention programs.

Performs qualitative and quantitative analysis of pertinent data, develops findings, establishes comprehensive treatment plans, and establishes instructional design.

Prepares written findings, diagnosis, and recommendations.

Initiates the application of standard and accepted theories, methods, techniques, and practices in assigned area for the accuracy and reliability of service provision.

Monitors F AP/clinical program compliance with higher headquarters policy instructions to ensure proper records management and documentation, to include administrative reviews, clinical care reviews and monitoring of high risk situations associated with suicide related behaviors.

Drafts memoranda or other documentation, when required.

Prepares supporting documentation in the form of spreadsheets, Power Point presentations, word documents for presentations and proposals by higher-level management.

Writes and prepares correspondence, information and position papers, briefing statements, and verbal reports to present to higher authority.

Carries out professional duties in accordance with generally accepted theories, methods, techniques, and practices.

Provides on-site training to CNREURAFCENT installations requiring on-site support.

Ensures additional training opportunities are provided through Video Teleconferencing and other web-based applications.

Supports the N91 FFSP Certification Process by serving as an offsite Counseling and Advocacy Programs record reviewer.

  • The position may require working planned and/or unscheduled overtime to meet mission requirements.
  • This position requires Temporary Duty (TDY) or business travel approximately 20% or less of the time away from the normal duty station.
  • The incumbent must apply and maintain a US No-Fee Passport upon employment and Italian Visa
  • Must be able to obtain and maintain a Secret Security Clearance.

Qualifications

Knowledge and understanding of the requirements and operations of the DoD and Department of Navy (DON) programs to provide military and family members assistance, training, and education on parenting, childhood practices, and other FAP and suicide prevention initiatives.

Knowledge of a wide range of current professional techniques, theories, practices and procedures of clinical psychology or social work to identify problems, select and recommend appropriate practice models to use across client populations.

Knowledge of program concepts, principles, practices, and procedures and the ability to apply this knowledge to difficult and complex case assignments in order to develop new methods, approaches, or procedures.

Knowledge of qualitative and quantitative techniques for measuring effectiveness, efficiency, and productivity of assigned programs.

Ability to perform qualitative and quantitative analysis of pertinent data and develop findings.

Ability to prepare written findings, and recommendations in a detailed, clear, and concise manner and deliver recommendations at management briefings.

Ability to identify needs, trends, and performance measures to evaluate program effectiveness.

Skill in analyzing, evaluating, and interpreting a wide variety of issues, methods, and techniques.

Skill in developing new procedures and approaches to identify significant issues and formulating policy or procedural solutions to resolve problems of a unique nature.

Ability to establish long range, intermediate, and short range plans; allocate/identify resources and provide a reporting and evaluation system to determine program effectiveness.

Knowledge of dynamics and diagnostic skills necessary for family violence and suicide related behavior identification, suicide risk assessment and safety /lethality planning.

Knowledge or experience in working with military families and knowledge of military community support programs.

Ability to communicate effectively both orally and in writing.

Education

Must be Tier III qualified in accordance with SECNAVINST 1754.8 requirements.
This includes:

  • Possession of a current, valid, unrestricted license or certification that provides legal authority to provide clinical services as an independent practitioner in the fields of Social Work, Psychology, Marriage and Family Therapy, or Licensed Professional Counselor/Licensed Mental Health Counselor.
  • Possession of a masters or doctoral degree in one of the following disciplines:
1) Marriage and Family Therapy from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education (COAMFTE) or an equivalent degree.
2) Social Work from a school accredited by Council on Social Work Education (CSWE) or an equivalent degree.
3) Counseling from a program accredited by the Council for Accreditation of Counseling and Related Education Programs (CACREP) or an equivalent degree.
4) Psychology from a doctoral program approved by the American Psychological Association (APA) or an equivalent degree.
  • Have engaged in 2 years (includes at least 2000 hours), of full-time, postmasters supervised clinical experience.
  • Have engaged in two years or 2,000 hours post licensure full-time clinical experience in a clinical setting.
