DUTY STATION STATEMENT:
Selectees will be required to have a duty station near a major airport in the Region for which they are selected.
For individuals who currently have a duty station in one of the states listed below, if you are hired by the same Region, your duty station will not change.
The duty station for selectees from outside the Region is negotiable within commuting distance of a major airport in one of the acceptable states listed below for the hiring Region.
Eastern Region - For individuals who are selected for a position in the Eastern Region and who do not currently have a duty station in one of the states listed below, you will be required to have a duty station near a major airport in one of these states and your duty station may be negotiable among these states. For individuals whose current duty station is in one of the states listed below, your duty station will not change. Eastern Region states are Connecticut, Delaware, Maine, Maryland, Massachusetts, Michigan, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, Virginia, Washington D.C., and West Virginia.
Southern Region - For individuals who are selected for a position in the Southern Region and who do not currently have a duty station in one of the states listed below, you will be required to have a duty station near a major airport in one of these states and your duty station may be negotiable among these states. For individuals whose current duty station is in one of the states listed below, your duty station will not change. Continental Southern Region states are Alabama, Arkansas, Florida, Georgia, Indiana, Kentucky, Louisiana, Mississippi, North Carolina, Ohio, Oklahoma, South Carolina, Tennessee, and Texas.
Western Region - For individuals who are selected for a position in the Western Region and who do not currently have a duty station in one of the states listed below, you will be required to have a duty station near a major airport in one of these states and your duty station may be negotiable among these states. For individuals whose current duty station is in one of the states listed below, your duty station will not change. Acceptable continental Western Region states are Arizona, California, Colorado, Idaho, Illinois, Iowa, Kansas, Minnesota, Missouri, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oregon, South Dakota, Utah, Washington, Wisconsin, and Wyoming.
As a Regional Consumer Compliance Specialist, you will:
- Lead and perform consumer compliance examinations of credit unions, Credit Union Service organizations (CUSOs), and other third-party vendors.
- Evaluate credit union, CUSO, and third-party vendor performance under consumer financial protection laws and regulations.
- Evaluate risk exposure and entities' effectiveness at measuring, monitoring, and controlling risk considering the organization's size, complexity, and risk profile, including the use of third-party service providers.
- Examples of duties include planning the examination, establishing the scope of review, supervising team members, holding meetings with management and officials, identifying violations, developing conclusions and corrective actions, evaluating compliance management systems (CMS), and writing reports using NCUA's National Supervisory Policy Manual (NSPM), its Federal Consumer Financial Protection Guide, and other relevant manuals or guidance.
- Serve as a technical expert to internal and external stakeholders on federal consumer financial protection laws and regulations.
- Conduct and participate in meetings with credit union boards of directors, senior management, and officials to explain violations and deficiencies, findings, recommendations and obtain agreements to implement corrective actions.
- Assist with developing and refining federal consumer financial protection examination policies, programs, procedures, and other consumer financial protection related materials on a regional and national level.

Qualifications
Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.
All applicants applying for the CU-13 level must have at least one full year of specialized experience equivalent to the CU/GS-12 level obtained in the private or public sector. Specialized experience for this position is defined as experience:
1A. Conducting financial consumer compliance reviews on examinations or audits of financial institutions;
OR
1B. Managing, or serving as a subject matter expert advising financial institutions, on financial consumer compliance;
AND
2. Assisting in assessing financial consumer compliance risk within a financial institution and the financial institution's efforts to measure, monitor, and control that risk.
All applicants applying for the CU-14 level must have at least one full year of specialized experience equivalent to the CU/GS-13 level obtained in the private or public sector. Specialized experience for this position is defined as experience:
1. Leading financial consumer compliance reviews on examinations and audits of financial institutions;
AND
2. Assessing financial consumer compliance risk within a financial institution and forming conclusions regarding the financial institution's efforts to measure, monitor, and control that risk.
