Duties
The position is designed to facilitate the new employee experience program for the Navy Region Northwest. This role involves overseeing all aspects of employee integration, from initial onboarding to ongoing engagement, with a focus on enhancing employee satisfaction and retention. The incumbent will develop and implement new strategies and programs, supervise a team of Employee Experience Specialists, design and administer employee surveys, and conduct program evaluations. They will also build collaborative relationships with leadership and stakeholders, providing insights and recommendations based on data analysis. Additionally, the role includes creating an annual employee experience plan and preparing detailed reports and briefings for leadership. Overall, this position is pivotal in establishing and refining a cohesive and effective employee experience program within the Fleet and Family Readiness (FFR) framework.
Employee Experience: Independently orchestrate and facilitate the employee experience program process for employees, develop, coordinate, and execute immersive tours and presentations with tenant commands' Public Affairs Officers (PAOs). This involves not only ensuring a seamless transition into their roles but also proactively identifying opportunities to enhance the overall employee experience such as benefits of employment and developmental opportunities (IDP's, workforce development, KSA's, tuition assistance, etc.).
Employee Surveys: Independently designing, setting up, mapping, validating, promoting, and administrating employee surveys at regular intervals. Analyzes the obtained data independently, identifying trends and patterns, and provide actionable insights via formal outbrief to Installation and Regional civilian and military Leadership to drive continuous improvement in the employee experience.
The incumbent will hire, evaluate performance, schedule, time keep, supervise and manage up to three Employee Experience Specialists who will serve as liaisons between HR and management to close the communication gap from acceptance of employment to full integration into their new position.
Writes a variety of informational documents; creates presentation slides, manages electronic data spreadsheets suitable for disseminating information to the region and Leadership.
Consults and coordinates with management to aid in the planning and presentation of required instruction including:
- Provides assistance and guidance to employees and management in the documentation of instructional records.
- Reinforces learning through communications with employees and supervisors ensuring objectives are met and understood throughout the instructional process.
- Ensures instructional courses offered are aligned with program objectives and organizational business results.
- Ensures employee development policies and procedures are adhered to.
Compiles, assembles and analyzes data related to process and performance improvement programs. Aids supervisors in identifying general, technical and leadership competencies. Assists in the determination of workforce development needs for all levels of region employees.
Assists employees on the availability and applicability of courses for professional growth. Recommends long-range objectives in terms of organizational structure, programs and milestones.
May perform other administrative duties as assigned as well as management duties on a temporary basis as needed.

Qualifications
Four-year bachelor's degree in related field (I.e., Organizational Leadership, Communication) OR equivalent experience plus 2 years specialized subject matter experience directly related to performance and/or service improvement such as customer service/relations, performance management, team building, process improvement, organizational behavior, or change management.
Knowledge of Fleet and Family Readiness organization and mission is highly desired.
It is highly desirable the incumbent have a broad knowledge of key Navy FFR/(N9) activity regulations, policies, principles, procedures and methods in order to effectively develop and maintain workforce development programs and activities, Ability to interpret instructions, directives and correspondence to apply them to specific situations, and be able to identify and analyze problems and select solutions and alternatives.
Skilled in oral personal and interpersonal communication and possess superior written communication skills with the ability to make presentations in order to effectively implement professional development programs; and to deal amicably with others in the organization.

Advanced level computer knowledge and skill to be capable of instructing employees in the usage of designated training platforms such as Adobe Connect, Qualitrix and Microsoft Office Programs (e.g., Word, Advanced Excel, Power Point, Outlook, Forms, Power BI).
Knowledge of workforce educational concepts, methods and techniques.
Comprehensive understanding of improving human and organizational performance as well as customer service behaviors.

Additional information
Incumbent reports to the supervisor designated by the Region N9 with additional guidance provided by CNIC FFR N92. Direct supervision is limited to broad assignment and brief instructions. Guidance from CNIC FFR N92 is provided to standardize processes across FFR. Incumbent is expected to complete assigned duties independently although the supervisor or CNIC FFR N92 is available to give advice and guidance.
Incumbent must creatively adapt standard instructional systems and performance improvement models, integrate widely varying procedures and methods, and generate new techniques to solve specific and changing instructional or performance problems within the human and financial resources of FFR.
Work is primarily sedentary although some physical exertion is involved, such as bending, stooping, lifting and periods of standing or setting up for and conducting training courses and visiting facilities to monitor progress. Work may occasionally include moving heavy boxes of training materials, up to 45 lbs.
The incumbent will be expected to travel to meet with employees at all installations within the Region.
