Summary

This position is assigned to Fleet and Family Readiness Program; Fleet Readiness Division (N92); Commander, Navy Region Southeast (CNRSE). Incumbent serves as the Region Program Manager responsible for the overall planning, management, administration and technical direction for all Morale, Welfare and Recreation (MWR), Child and Youth Program (CYP), Marketing, and Galley Essential meals policies and operations at Navy Installations assigned to and organized under CNRSE Area of Responsibility.

Duties

MAJOR DUTIES AND RESPONSIBILITIES

Program management duties comprise 80% of incumbent's time and include but are not limited to:

  • Serves as the CNRSE N92 Program Manager and principal advisor to the N9 FFR Director, CNRSE, for all matters pertaining to MWR, CYP, and Galley programs, policies, and services, including all associated financial and policy support functions.
  • Responsible for ensuring the timely, accurate and consistent execution of Department of Defense (DoD), Department of the Navy (DoN), and Commander Naval Installation Command (CNIC) plans, guidance and policies pertaining to the management, operation, and administration of programs, facilities and services.
  • Establishes and coordinates the overall achievement of operational and strategic management goals for CNRSE N92 programs.
  • Responsible for the overall planning, management and oversight of operations associated with all MWR Category A, B, and C, CYP and Galley programs and activities include but are not limited to: Indoor and Outdoor Fitness and Recreation programs to include Sports, Aquatics, Single Sailor, and Deployed Forces Programs; Child Development, Youth and School Age Care Programs, Community Recreation and Business Activity Services to include Entertainment, Information, Tickets and Tours; Theaters; Food and Beverage, Catering, Golf, Bowling; Marina, Navy Getaways (Cottages, RV Parks), Recreational Parks and Picnic Areas, Outdoor Recreation & Equipment Rental.
  • Directs the overall management and coordination of all maintenance, renovation, remodeling, alteration, minor and major construction involving all N92 facilities in close collaboration with the N94 Service Center, NAVFAC and CNIC.
  • Responsible for ensuring the overall management and control of N92 program financial resources, APF and NAF.
  • Directs the overall management, administration and professional development of MWR/CYP Civil Service and NAF employees.
  • Responsible for initiating acquisition and contract administration requirements in support of N92 programs.
  • Assess evaluate and monitor the needs and preferences of eligible patrons; measures and evaluates customer satisfaction levels for existing program improvements, and utilizes business and communication strategies to maximize the reach, informing and attracting eligible patrons to the various N92 services programs and activities.
  • Conducts regular installation and program site visits within Southeast Region to evaluate the condition of programs and facilities, communicate with local leadership. Communicates and works with installation Commanding Officers, Executives Officers, Command Master Chiefs, Installation N9 Directors and N92 Installation Program Managers on a recurring basis to ensure that equitable and consistently high standards of performance and customer service are being maintained in the management and operation of programs and services.
  • Receives general guidance and direction from the CNRSE N9 Director and delegated the authority to represent at meetings and conferences pertaining to N92 programs, policies, operations and services.
  • Manages and directs the general administration of the Regional N92 programs to ensure the timely and complete submission of the required technical, administrative and financial reports to higher authority.
  • Administers and ensures compliance with comprehensive Region fire, safety, sanitation, security, facilities, and environmental and occupational health programs.
  • Carries out Equal Employment Opportunities (EEO) policies and communicates supports of these policies to subordinates. Assures quality in determining selections, assignments, training, promotions, details, qualifications, discipline and awards. Coordinates with EEO officials during the development of policy issues.
Management/Supervisory duties comprise 20% of incumbent's time and include but not limited to:
  • Directly supervises (1) NF-05 Management Analyst, (1) GS-13/NF-05 Region MWR Program Manager, (1) GS-13/NF-05 Region CYP Program Manager, (1) GS-11 Region Food Service Program Manager. Indirectly supervises over 1,000 additional APF, NAF and military personnel assigned to N92 Programs in the Southeast Region.
  • Carries out EEO policies and communicates support of these polices and communicates support of these policies to subordinates. Assures quality in determining selections, assignments, training, promotions, details, qualifications, discipline and awards. Coordinates with EEO officials during the development of policy issues.

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.

Specialized experience must demonstrate the following:

  • Extensive knowledge of the goals, principles and techniques of the administration, management and financial processes of a large community, industrial or military community support program.
  • Extensive executive experience and demonstrate success in developing, managing and evaluating programs for many commands, and operations.
  • Knowledgeable in the application of a wide range of quantitative and qualitative methods for assessment, improvement and effectiveness of complex management programs and systems.
  • Comprehensive knowledge of appropriate DOD, DoN, CNIC and other policies and regulations covering all areas of N92 operations, resourcing and administration.
  • Ability to interpret complex instructions, directives, and correspondence and to apply them to specific situations in the management and operation of N92 programs.
  • Mastery knowledge of personnel management, food and beverage management, child and youth program management, recreation, fitness, sports, community recreation, galley management, and complete command of NAF and APF financial management, including budgeting, cost and profitability analysis, internal controls, auditing, acquisition, contract administration, IT/POS functions and facility management.
  • Must be able to discuss, evaluate and make decisions involving all aspects of N92 programs, policies and operations. Must be able to travel, visit other activities, appraise different program elements and evaluate similarities and differences.
  • Possess the expertise and acumen to originate correspondence, including writing and editing documents and publications that encompass all regional N92 Program operational, administrative, and financial matters.
  • Widely experienced, positive leader and consensus builder who is able to influence the actions of others in obtaining cooperation and assistance to meet the mission and operational goals of the N92 Programs.
