Summary
Joining the U.S. Secret Service (USSS), Office of Security, Security Programs Division, Field Support Branch will allow you to support the USSS Enterprise, its protective mission, and its investigation mission by coordinating implementation and oversight of security policies, programs, and standards to protect and safeguard personnel, property, facilities, and information, and to oversee and support emergency preparedness (EP), response planning, and continuity of operations (COOP).
Duties
The selectee will serve as a Regional Security Specialist (Reemployed Annuitant and ICTAP eligibles) in the Office of Security. Typical work assignments include:
- Interprets and implements Executive Orders, Regulations, and USSS guidelines and policies to develop security, Emergency Preparedness (EP), and Continuity of Operations (COOP) Standard Operating Procedures (SOPs), best practices, and applicable instructions for internal and external stakeholders.
- Monitors facility security program, to include facility access control standards for Field Office personnel, to include contractors and visitors.
- Monitors the effectiveness of the local security, EP, and COOP programs and provides advice and guidance to investigative office personnel regarding updates, procedures, and other requirements.
The Regional Security Specialist (Reemployed Annuitant and ICTAP eligibles) position starts at a base salary of $90,025.00, GS-13, with potential to $117,034.00 at GS-13 Step 10. The locality adjustment will be added to the base salary of the selected location.
The selectee may report to and work from any of the below listed offices while still being required to travel to the other offices on a regular basis. The selectee will provide service and support to the following six (6) offices:
- Dallas Field Office
- Oklahoma City Field Office
- Lubbock Resident Office
- Waco Resident Office
- Tyler Resident Office
- Tulsa Resident Office
Applicants will only be considered for one location based on the duty station selected. The selectee will be responsible for supporting all of the locations listed within this region.

Dual Compensation Off-Set Waiver Approved for Rehires: This announcement is being used to recruit CSRS and FERS annuitants on a limited basis with a waiver of salary offset (if a dual compensation waiver is requested) under certain specified circumstances not to exceed 12/31/2028.
Annuitants who are reemployed with a salary offset (dual compensation) waiver are eligible for:
- Full annuity and full Federal salary.
- Annual and sick leave (not applicable for an intermittent work schedule)
- Full-time, part-time, or intermittent work schedules.
- Receive overtime (on a full schedule). Overtime hours are counted towards maximum hour limitations.
- Annuitants under this authority will be offered a 4-year, non-status, term appointment in the competitive service.
- Appointments that continue past December 31, 2028, may be subjected to salary off-set (reduced) if the OPM dual compensation salary off-set waiver is not renewed.
Annuitants who are reemployed with a salary offset (dual compensation) waiver are NOT eligible for:
- Additional retirement coverage (other than Social Security coverage).
- TSP Contributions.
- Annual, sick leave or holiday pay (applicable to an intermittent work schedule only).
Reemployed annuitants may only receive one appointment per job series.
Qualifications
To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying.
GS-13
Specialized Experience: You qualify for the GS-13 level (starting salary $90,025.00) if you possess one year of specialized experience equivalent to the GS-12 level performing a majority of the duties listed below:
- Monitoring program implementation and practices to assure the appropriate handling and safeguarding of classified and sensitive information for which protection and accountability are required by regulations;
- Analyzing local administrative, information, physical security, Emergency Preparedness (EP) and Continuity of Operations (COOP) programs, to include providing advice and guidance to stakeholders in resolving routine security problems/issues;
- Conducting research, providing analysis, and presenting findings and recommendations on subjects applicable to local administrative, information, physical security, EP and COOP programs.
The qualification requirements listed above must be met by the closing date of this announcement.
