Summary

This position is in the Flight Program Operations (AJF) service unit. Serves as Regulatory Compliance Specialist responsible for reviewing and assessing compliance, implementing and enforcing policies, and taking corrective action when violations are found.

Duties

FV-G

Performs a mixture of basic and routine (but progressively more difficult) assignments under the close direction of a manager, project/program manager, team leader, or more experienced technical specialist. Assists other employees or acts as an individual contributor and/or member of a team.

Applies basic technical knowledge applicable to his/her discipline and limited experience to accomplish assignments. Typical assignments may include collecting and analyzing data/information, identifying problems, performing investigations and inspections activities, assuring understanding of and compliance with Federal laws, regulations and other mandatory guidelines.

FV-H

Performs a mixture of routine and varying assignments under the limited direction of a manager or more experienced professional. Acts as an individual contributor and/or member of a team performing some leadership functions for small projects/programs and other work activities.

Applies experience and detailed technical knowledge applicable to his/her discipline to plan and accomplish assignments. Performs analysis to support organizational development and reporting tools to deliver analytic solutions. Applies experience and advanced knowledge in maintaining accuracy and data integrity of analytics platform/dashboard, databases, and spreadsheets. Interprets, analyzes, and evaluates operations data and results for internal presentations. Typical assignments may include limited system development; collecting, recording and analyzing data/information; identifying problems; performing investigation and inspection activities; and initiating compliance and enforcement actions.

FV-I

Performs multiple, varying, and complex assignments under the limited direction of a manager, project/ program manager, team leader, or more experienced technical specialist. Acts independently and/or with cross functional teams to administer the Flight Program Operations system of manuals and technical publications or other small work activities.

Applies experience and advanced technical knowledge applicable to his/her discipline to accomplish assignments and to develop plans and techniques to improve programs and policies. Engages with the Flight Program Operations Safety Management System and applies its principles to work activities. Typical assignments may include assisting AJF management officials and process owners to continuously update and improve manuals, technical publications, collaborating with business partners (e.g. AHR, AVS, ASH, ATO) to ensure the implementation of consistent strategies in cases compliance violations, extensive research; and maintaining currency and understanding of relevant laws and regulations, preparing compliance reports, disseminate written policies and procedures.

FV-J

Performs multiple, varying and complex assignments under the minimal direction of a manager, relating to compliance, risk management, auditing, or regulatory matters. Acts as principal technical specialist for large AJF work activities in support of a 14 CFR Parts 5/121/135/145 operation.

Researches, analyzes, evaluates, and reviews Flight Program Operations administrative service program activities to ensure compliance/consistency with Federal Aviation Administration (FAA) and ATO policies and procedures. Conducts business trend analysis to continually align business practices and activities with customer needs and expectations. Typical assignments include: providing guidance to less experienced professionals; defining and developing internal polices and procedures; predicting potential issues and proposing preventive actions. Provides leadership for highly complex and challenging activities under the minimal direction of the Team Manager. Provides leadership in determining program goals, resource needs, develops processes/procedures, and allocates resources as well as establishes goals and controls to ensure activities meet organizational needs.

All levels will perform other duties as assigned.

Qualifications

To qualify for this position at the FV-Glevel, applicants must possess 52 weeks of specialized experience at the FV-F level. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience includes:

  • Experience evaluating business processes, systems, and operations to identify areas of non-compliance or potential exposure to legal or regulatory risks.
  • Experience with relevant laws, regulations, and principles that regulate and support the aviation industry.
  • Experience interpreting complex legal documents and understanding business operations.
  • Experience evaluating information, making sound judgments, and developing effective solutions.

OR

Education

  • 4-year course of study leading to a bachelor's degree

OR

General Experience

  • 3 years of general experience, 1 year of which was equivalent to at least the FV-F level

To qualify for this position at the FV-Hlevel, applicants must possess 52 weeks of specialized experience at the FV-G level. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience includes:

  • Experience evaluating business processes, systems, and operations to identify areas of non-compliance or potential exposure to legal or regulatory risks.
  • Experience communicating with technical and non-technical audiences, responding to inquiries or requests for information, and representing the organization in regulatory inspections, audits, and/or enforcement actions.
  • Experience coordinating data from different databases in preparation for integrated analysis and interpretation of highly specialized data, using statistical theories and techniques to solve problems and draw rational inferences.

OR

Education

  • Ph.D. or equivalent doctoral degree; or
  • 3 full years of progressively higher level graduate education leading to such a degree; or
  • LL.M., if related
