Summary

This position is in the Flight Program Operations (AJF) service unit. Serves as Regulatory Compliance Specialist responsible for providing analysis and staff support to management regarding the development, execution and status of ongoing programs, related to organizational performance and strategic goals.

Duties

Performs a mixture of routine and varying assignments under the limited direction of a manager or more experienced professional. Acts as an individual contributor and/or member of a team performing some leadership functions for small projects/programs and other work activities. 

Applies experience and detailed technical knowledge applicable to his/her discipline to plan and accomplish assignments. Performs analysis to support organizational development and reporting tools to deliver analytic solutions. Applies experience and advanced knowledge in maintaining accuracy and data integrity of analytics platform/dashboard, databases, and spreadsheets. Interprets, analyzes, and evaluates operations data and results for internal presentations. Typical assignments may include limited system development; collecting, recording and analyzing data/information; identifying problems; performing investigation and inspection activities; and initiating compliance and enforcement actions. Assignments may require knowledge and experience working across functional and/or organizational lines.

Demonstrates some independence in planning time and using assigned resources to accomplish assignments and small projects. Develop procedures for data collection and statistical information systems to improve operational efficiency. Designs and conducts adhoc studies, analysis and reports requested data for use to management officials. Identifies, analyzes, and interprets planning guidance into comprehensive briefings on the effective and efficient work processes within the organization. Prepares a variety of recurring and special action reports utilizing information from files and records.

Contacts are primarily internal to the organizational unit, major subdivision, and LOB/Staff Office, with some contact with customers and external organizations. Contacts are typically intended to share information, provide data and/or written analyses, or to discuss the status of assignments. In some technical areas, may have regular contact with customers and/or external organizations.

Established policies/procedures provide guidance for most assignments but allow some discretion to select the most appropriate approach. Typically receives guidance on selecting approach from a manager, project/program manager, team leader, or more experienced technical specialist. May provide recommendations to improve work processes.

Frequently difficult problems and work issues refer to a manager, program/project manager, team leader, or more experienced technical specialist when guidelines are not available or applicable.

Work is reviewed periodically during assignments and at completion to ensure timeliness and technical compliance with the requirements of the project or other work activity.

Work activities typically support the activities of the organizational unit and may affect project/program objectives for the major subdivision and the LOB/Staff Office. In some areas, the work may affect the safety and security of customers.

Qualifications

To qualify for this position at the FV-H (FG/GS-10-12) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G (FG/GS-5-9) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled, and that is typically in or related to the work of the position to be filled.

Specialized experience includes:

  • Experience evaluating business processes, systems, and operations to identify areas of non-compliance or potential exposure to legal or regulatory risks.
  • Experience communicating with technical and non-technical audiences, responding to inquiries or requests for information, and representing the organization in regulatory inspections, audits, and/or enforcement actions.
  • Experience coordinating data from different databases in preparation for integrated analysis and interpretation of highly specialized data, using statistical theories and techniques to solve problems and draw rational inferences.

OR

Education

  • Ph.D. or equivalent doctoral degree; or
  • 3 full years of progressively higher level graduate education leading to such a degree; or
  • LL.M., if related

OR

Combination of education and experience may be qualifying.

QUALITY RANKING FACTOR (QRF): Well qualified applicants will possess and document experience using the financial systems Delphi and Prism and experience in inventory control and technology integration to specifically support logistics and procurement for the National Air Space (NAS).
