Summary

James A Haley Veterans Hospital is looking for Rehabilitation Counselor who will work within Physical Medicine and Rehabilitation Service, Vocational Rehabilitation program. This program is a recovery-oriented clinical vocational rehabilitation services that offer an array of vocational, educational, training, employment, and therapeutic work services.

Duties

Rehabilitation Counselors in the Veterans Health Administration (VHA) work with persons who experience functional impairments and disabilities associated with mental health, physical, and/or psychosocial challenges affecting employment, independent living, or personal adjustment. Rehabilitation Counselors utilize various professional counseling and clinical modalities to promote and support optimal functioning, independence, personal adjustment, adaptation to disability, community reintegration, and recovery. Rehabilitation Counselors work with Rehabilitation Counselors and Specialists to provide and coordinate a wide range of rehabilitation counseling services to Veterans with disabilities, including assessment, counseling and case management services, development of rehabilitation plans, and assistance in attaining and maintaining employment, independent living, and attaining personal goals.

Rehabilitation Counselors are located within various settings, including Veterans Integrated Service Networks (VISNS), VHA Medical Centers and facilities, Community Based Outpatient Clinics (CBOCs), Inpatient Clinics, Outpatient Clinics, Residential programs and Domiciliary throughout the United States.

Additional duties include but not limited to:

  • Establishes and maintains close liaison with medical center staff to ensure referrals are completed in an appropriate manner.
  • Monitors patient vocational rehabilitation treatment records to assure objectives are met and rehabilitation plans are updated through documentation.
  • Addresses the complexities of psychosocial rehabilitation factors and timely and high-quality outcomes consistent with statutes, regulations, and policies.
  • Resolves issues associated with specific projects involving best practices and provides leadership and direction on project implementation.
  • Coordinates workforce development (vocational, education, and placement of Veterans) services and/or customer service to successfully operate a rehabilitation program.
  • Uses sound judgment and decision-making while initiating and/or leading interdisciplinary groups of staff to improve customer service while delivering Veteran-focused and outcome-oriented care.
  • Coordinates the placement of Veterans within the James A. Haley VA Hospital through the established Non Paid Work Experience (training to placement program) as developed by staff with Supervisory oversight.
  • Coordinates vocational rehabilitation services related to job coaching, job accommodation, and adaptation services to both Veterans with significant vocational support needs and to those employers who employ these Veterans.
  • Utilizes knowledge of career development processes and job analysis methodology to determine essential functions of jobs, worksite modifications and/or alternative vocational goals given the work history and residual functional capacities of individuals with disabilities
  • Utilize huddle boards as a standardized visual management tool to develop, coordinate, and implement improvement opportunities regarding Service Member and Veteran rehabilitation needs.
  • Boards are used to show new improvement opportunities, progress, goals, action plans, and deadlines for completion.
  • Huddle boards are the tool used during staff huddle meetings to conduct reviews of current processes and incorporate performance improvement activities by utilizing Lean Six Sigma training.
  • Responsible for facilitating these meetings for the purposes of collaborative efforts to decide, develop, modify, or providing input on plans, goals, or objectives for projects and operations within the VR program, while also ensuring integration and regulatory compliance of business operations. Huddles and project updates will be led by the VR staff and rotated through the various team members who will guide the project through the complex DMAIC process, including Defining, Measuring, Analyzing, Improving, and Controlling improvement projects. Qualitative and quantitative analytical techniques are used to measure and interpret various administrative activities and procedures' effectiveness, efficiency, and productivity.
  • Board meetings are used to refine and develop specific guidelines to measure or improve the effectiveness of program management, business operations, policies, and procedures, while coordinating and integrating Physical Medicine and Rehabilitation policies.
  • Formulates a variety of rehabilitation services using counseling practices and evidence based and informed modalities to aid Veterans with severe disabilities in achieving competitive employment, educational, and independent living goals.

Work Schedule: Tuesday - Saturday, 8:00 am to 4:30 pm, with rotating tours of duty as needed.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education:
    (1) A master's degree in rehabilitation counseling or clinical rehabilitation counseling from a rehabilitation counseling program accredited by the Council for Accreditation of Counseling and Related Educational Programs (CACREP). If the applicant's degree was granted prior to July 1, 2017, the program must be accredited by the Council on Rehabilitation Education.
    OR
    (2) A master's degree in counseling or clinical rehabilitation counseling from a college or university accredited by a national or regional accrediting body accredited by Council for Higher Education Accreditation (CHEA).
    OR
    (3) A master's or doctoral degree in a related field of study with course content that wellness, or human development from a college or university accredited by a national or regional accrediting body accredited by CHEA.
    OR
    (4) Foreign graduates with a degree acceptable by the Commission on Rehabilitation Counselor Certification (CRCC).
  • Certification: Current, full and unrestricted certification as a certified rehabilitation counselor (CRC) from the CRCC to practice vocational rehabilitation counseling.
Exceptions for Graduate RCs.
(a) RC graduates from an approved counseling or rehabilitation counseling program who otherwise meet the basic qualification requirements and the additional degree requirements for CRC certification by the CRCC, but do not possess the required certification, may be appointed, pending certification, as a graduate RC on a full-time temporary appointment not-to-exceed two years under the authority of 38 U.S.C. § 7405(a)(1)(D).
(b) Graduate RCs may only be appointed at the entry grade level and may not be promoted/converted until certification is obtained.
(c) Temporary graduate RC appointments may not be extended beyond two years or converted to a new temporary appointment.

Failure to Obtain Certification. Failure to become certified within the prescribed amount of time will result in removal from the GS-0101 RC series and may result in termination of employment.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

GRADE DETERMINATIONS. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.

Rehabilitation Counselor, GS-09:

Experience. None beyond the basic requirements.

Demonstrated Knowledge, Skills and Abilities (KSAs). In addition to meeting the experience or educational requirements for this grade level, the candidate must demonstrate all of the following KSAs:
  1. Knowledge of human development and behavior, medical, psychosocial, and vocational aspects of disability and differential influences of environmental factors to assist persons with disabilities in determining suitable vocational goals.
  2. Knowledge of history, philosophy and disability rights legislation in the field of rehabilitation to apply in the practice of rehabilitation counseling.
  3. Ability to synthesize assessment and diagnosis information in conjunction with labor market trends and community/educational resources to develop an effective individual service delivery plan.
  4. Knowledge of caseload management strategies to maximize an individual's independent functioning from assessment through provision of post-employment services.
  5. Ability to employ person-centered job development strategies to facilitate successful job placement.
  6. Knowledge of assessment tools and methods, functional capacity evaluations and specific vocational preparation to evaluate transferrable skills, residual capacities and needs for accommodations and assistive technology.
Rehabilitation Counselor, GS-11:

Experience.
Completion of one year of professional experience equivalent to the next lower grade level directly related to the position being filled.

OR

Education. A doctoral degree in rehabilitation counselor education or related field (e.g. rehabilitation psychology) from a CACREP accredited institution or from an institution accredited by a national or regional accrediting body accredited by CHEA.

Demonstrated Knowledge, Skills and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
  1. Knowledge of physical and psychological disabilities, appropriate accommodations and assistive technology principles to mitigate and reduce or eliminate barriers to integrate into the community.
  2. Knowledge of counseling theory, medical and psychiatric terminology and signs and symptomology of suicidal and homicidal ideations, to communicate appropriately with community health care professionals to provide useful input to other team members and employers in relation to the Veteran and/or his/her family's psychosocial needs and to recommend and help implement suitable treatment plans.
  3. Ability to use evidence-based and evidence informed vocational and professional counseling practices to include individual placement and support (IPS), customized employment and supported employment models and motivational interviewing skills to promote self-awareness, adjustment to disability, enhanced job retention and successful integration to the community.
  4. Knowledge of career development processes and job analysis methodology to determine essential functions of jobs, worksite modifications and/or alternative vocational goals given the work history and residual functional capacities of individuals with disabilities.
  5. Ability to administer and interpret a wide variety of assessment methods including transferrable skills and labor market analyses to evaluate for individual interests, aptitudes and abilities and to identify suitable vocational goals for the development of an effective individual service delivery plan.
  6. Knowledge of marketing strategies to develop collaborative partnerships/Memorandums of Agreement within VA and local business community to enhance employment and/or work opportunities.
Preferred Experience:
  • Experience in counseling clients with acute and chronic traumatic and atraumatic brain injuries, with a strong understanding of the unique challenges faced by this population.
  • Experience in a neurobehavioral program in various rehabilitation settings, ideally involving the coordination of comprehensive care and multidisciplinary team collaboration.
  • Demonstrated skills in coordinating services, resources, and support systems to facilitate clients' adjustment and coping strategies.

The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-9 to GS-11.

Physical Requirements: Light lifting (under 15 lbs.); light carrying (under 15 lbs.); reaching above shoulder; use of fingers; walking (intermittent); standing (intermittent); hearing (aid permitted); clear speech. The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending and carrying of light items like papers or books. Some work is provided in the local community. Must be able to access the community. No special physical demands are required to perform the work.
