Duties
The United States Space Force (USSF) at Buckley Space Force Base, Colorado is searching for a Resource Adviser & Unit Program Manager to support the 64 CYS (NH-0560-03, GS-12/13 Equivalent).
Description:
Directly assists the commander/director in the management of all administrative support program functions. Administers programs and serves as the primary source of information. The incumbent is responsible for the preparation, maintenance, and deposition of required administrative reports and other correspondence. Assists commander/director in accomplishing all necessary internal operations to include administrative training, security, development of organizational operating instructions and regulations, and personnel assistance.
Serves as the resident Subject Matter Expert for all mandated administrative support programs. Ensures unit program compliance with regulations, laws, policies, and squadron commander directives. Responsible for programs to include but not limited to task management, cybersecurity liaison (CL), Government Travel Card (GTC) program, Defense Travel System (DTS) administrator, Drug Demand Reduction Program (DDRP), health care program, fitness program, Government Purchase Card (GPC) program, safety program, IT equipment accounts, security program, supply program, civilian time card program and unit recognition program.
Serves as the organizational point of contact and liaison with the SBD2 personnel flight on military and civilian personnel issues. Stays abreast of current personnel issues and provides explanations of personnel-related requirements, regulations, and procedures to supervisors and managers. Determines the necessary steps to perform the full range of administrative functions associated with personnel assignments, promotions, and performance evaluations.
Assists in planning, administering, and monitoring manpower resource requirements. Serves as the point of contact for both civilian and military position utilization. Maintains manpower manning documents. Reviews requests for revised manpower authorizations, and makes recommendations for approval or disapproval as required. Receives changes to UMD and notifies appropriate officials and follows up with appropriate action.
Performs other clerical and administrative work in support of the office/organization. Develops, establishes, updates, and maintains office procedures and records/files of various types to ensure effective and efficient operation of the office. Provides advice and guidance to staff in the organization on administrative, clerical, and procedural requirements. Assists other clerical staff in locating and selecting the appropriate guidelines, references, and procedures for application to specific cases.
Serves as the functional point of contact for day-to-day budget/financial issues. Works with Field Command and budget office counterparts to obtain, monitor, and track organization's funds. Works closely with supervisors / managers and/or project managers in utilization of resources, resolving problems, and determining funding / resource requirements.
Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, multi-year, and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from industrially funded operations; and refunds. Performs assigned budget execution tasks to meet the needs of organization(s) at the lowest operation level. Monitors the use and rate of expenditures of budgeted funds through continuing dialogue with program officials and their staff, review of written documents, and examination of accounting records.
Ideal Candidate:
To perform a variety of budget functions involving the formulation, execution, and/or analysis of budgets for substantive programs and support activities. Responsible for performing routine, complex, and continuing budget functions involving the formulation, execution, and/or analysis of budgets for assigned mission activities and organizational components, while also directing and managing administrative, personnel, and manpower support programs. To serve as the primary point of contact to the squadron commander/director for all administrative support programs to include but not limited to task management, cybersecurity liaison (CL), Government Travel Card (GTC) program, Defense Travel System (DTS) administrator, Drug Demand Reduction Program (DDRP), health care program, fitness program, Government Purchase Card (GPC) program, safety program, IT equipment accounts, security program, supply program, civilian time card program and unit recognition program. Also serves as liaison with SBD2 personnel flight on personnel issues and assists in oversight of organization manpower resource requirements.
