Summary

This position is located with USDA, ARS, Headquarters, Administrative and Financial Management, Office of the Director, Talent Outreach Branch.

The selectee is not required to report to a government office, however, the option to work in one of the Agency offices may be available.

The Hiring Authority for College Graduates/Post Secondary students will be used to fill this position. Duties

  • Gathers, coordinates, evaluates, monitors, predicts and presents trends, data, reports, and information associated with outreach activities and initiatives.
  • Enters and tracks demographic, geographical, and other information, into automated systems and dashboards that visualize data points and trends that display progress towards diversity hiring and inclusion goals.
  • Participates in outreach and diversity training initiatives and events (such as career fairs, internship/fellows' presentations, social media best practices, etc.).
  • Participates in the development, marketing, monitoring of social media strategies, plans and campaigns designed to attract and retain quality candidates/employees.
  • Serves as an ambassador to newly hired Federal employees (to include employees transferring-in or realigning as well as those off-boarding).
  • Develops networks with HACU and other educational and professional organizations to facilitate information about opportunities for students.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience utilizing analytical techniques to evaluate the effectiveness of outreach program initiatives and develop recommendations for improvements; conducting research and identifying potential outreach and marketing opportunities to maximize exposure of Agency and special program activities through social media platforms such as Facebook, YouTube, Linkedln and other media platforms; communicate effectively with diverse audiences and produces professionally written reports, presentations; program materials, brochures, factsheets, etc.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Selections made under this authority will be processed as new appointments to the civil service. Current civil service employees would therefore be given a new appointment to the civil service.
  • Travel and relocation expenses will not be paid by the Department of Agriculture. Any travel, transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.
