Duties
The Agreements Officer (AO) serves a critical technical role in the Rapid Capabilities Office (QX) Technology Assessments Division, a team of experts in data analytics, engineering, science, and stewardship. The AO is an empowered team member and internal/external collaborator who researches, facilitates and executes Other Transaction (OT) Agreements to enable Q standards of excellence for mission accomplishment and decision advantage. The AO is an accomplished professional who works independently with minimal supervision. They assist and support integrated teams of data and non-data professionals to provide corporate solutions for complex technical challenges. They possess a strategic understanding of the Agency's direction and the acquisition tools available to it, and have a demonstrated ability to operate in a dynamic environment. They have a proven ability to collaborate with teams to deliver interoperable, enterprise-wide solutions; keen problem-solving skills and strong interpersonal skills to work internally with Key Components and externally with industry and other agencies to help deliver prototype commercial solutions. They excel at innovating and navigating ambiguity, are adept at building coalitions, and exemplify a customer-service mindset.
SPECIFIC DUTIES INCLUDE:
Serve as technical advisor to the RCO Director and all divisions in Q regarding acquisition frameworks and regulations, with a keen ability to "get to yes". Upon receipt of urgent needs or requirements, work quickly to determine the best approach and assemble and submit necessary documentation to enable rapid acquisition.
Collaborate with, and stay informed of, activities of counterparts in Analysis, Source, Q, and agency PEOs
Maintain a close working relationship with NGA Office of Contracting Services and Office of General Counsel
Stay informed on the latest updates in rapid contracting tools and agreements, and inform and advise RCO leaders on the best way forward to meet mission needs
Stay informed of agency requirements and help the RCO Director and larger team discern which requirements can be met utilizing OTs.

SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to SCI. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, or unescorted access to SCIFs.
Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, or unescorted access to SCIFs.
NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process.
This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. DoD Components with DCIPS positions apply Veterans' Preference to preference eligible candidates as defined by Section 2108 of Title 5 USC, in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement. Qualifications
MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Experience organizing, prioritizing, and scheduling team or project activities to complete assignments in a timely and effective manner while ensuring they meet organizational goals.

Experience communicating technical findings to a non-technical audience
Experience with budget processes in academia, industry, or government.
EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Engineering, Mathematics, Physical Science, Computer Science, or a related discipline that included 24 semester hours in Engineering, Mathematics, Physical Science, and/or a related Engineering Science such as Dynamics, Electronics, Mechanics, and Properties of Materials. Such coursework includes, but is not limited to, Artificial Intelligence, Cybersecurity, Geographic Information Systems, Machine Learning, Remote Sensing, or Statistics. Although not mandatory, coursework in business or acquisition is preferred. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework as listed in option A, plus experience that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:
Experience identifying new or existing technologies to support organizational technical and operational objectives.
Experience working with or within R&D and/or S&T organizations to advance multi-organizational goals, particularly in the Intelligence Community (IC).
Familiarity with Government acquisition regulations and government acquisition programs.
Experience supporting technology transitions with internal or external organizations.
