Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a SAFETY AND OCCUPATIONAL HEALTH MANAGER, Position Description Number T5810P01 and is part of the PA 193rd Special Operations Wing, National Guard.

Duties

As a SAFETY AND OCCUPATIONAL HEALTH MANAGER, GS-0018-12, you will plan, direct, coordinate, and evaluate activities necessary to the overall management of a diverse safety program (and weapons/explosives safety) affecting a complex multi-mission installation and tenant command organizations. Plan, direct, and conduct investigations and analyze mishaps and hazardous conditions to determine origin, causes, and contributing elements and prepares written evaluation reports concerning findings. Prepare supplements to instructions and manuals and develop specialized local instructions defining mishap prevention, weapons and explosives handling, use and storage procedures based on interpretation and/or adaptation of higher command instructions and policies formulated by other federal government agencies. Review and develop explosives site plans (utilizing manual and automated techniques) and specifications for new construction, major building alterations, and/or changes in installation equipment and monitor project through completion to ensure compliance with explosives safety standards and safety codes. Develop and provide technical safety training/instruction to supervisors, employees, and/ or unit explosives safety representatives on a wide range of work operation areas, such as risk assessment, transportation, handling, proper storage of hazardous materials, and evacuation procedures. Perform other duties as assigned.

GENERAL EXPERIENCE: Experience in in planning and executing formal investigations of reportable and non-reportable mishaps involving personal injury accidents, property damage, and cases of occupational illnesses that cover a wide range of work operations and conditions related to explosives systems, missile systems and/or weapons ranges, Experience with reviewing of plans and specifications for new construction, major building alterations, and/or changes in installation equipment; and, monitors the project through completion to ensure compliance with safety codes and standards.

SPECIALIZED EXPERIENCE: Application must indicate 36 months experience with reviewing of plans and specifications for new construction, major building alterations, and/or changes in installation equipment; and monitors the project through completion to ensure compliance with safety codes and standards. Experience performing safety and occupational health principles, practices, procedures and standards applicable to a full range of complex safety and occupational health management responsibilities at a military aviation installation and requiring the planning, organizing, directing, operating and evaluation of a safety and occupational health program related to ground aviation, industrial and marine operations. Experience in performing aviation maintenance work processes and support equipment, airport ground operations, facilities and runway maintenance techniques, and industrial work processes.

QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
