Duties
- Serves as the State and Occupational Health Specialist in the maintenance of a comprehensive ground and explosives, safety program for the State.
- The SOH Specialist executes a complex SO&EH program for a broad occupational field involving a wide variety of changing, high risk operations, environmental conditions, and hazardous materials.
- Identifies high risk hazardous operations and procedures and ensures mitigation countermeasures are effective.
- Conducts safety and occupational health surveys of offices, storage areas, and industrial areas to determine compliance with applicable occupational safety standards.
- Performs or participates in mishap investigations involving Army personnel, equipment, property, or operations.
- Coordinates with external agencies and prepares and revises safety instructions, guides, and taskers that are relevant to higher Army headquarters, States, contractor, and subordinate installation employees.

CONDITIONS OF EMPLOYMENT & NOTES:
- Must be able to obtain and maintain a minimum of Secret, or appropriate security clearance of the position.
- May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- Required to handle and safeguard sensitive, personal, and/or classified or information covered under privacy act laws in accordance with regulations to reduce potential compromise.
- This position requires training and experience to meet Army PCSOH, PCES credentials (or equivalent) within two (2) years of appointment. Training and experience provide competency of the given occupational series and functions to ensure compliance with the provisions of standard practices for a certificate program as cited in the American Society for Testing and Materials (ASTM) E2659-18 Standard Practice For Certificate Programs and AR 385-10 training requirements. Incumbent is required to obtain and maintain (a) The Army Professional Certificate in Safety and Occupational Health (PCSOH), (b) The Army Professional Certificate in Explosives Safety Level 1 (PCES1), and if responsible for the management of a State Explosives Safety Management Plan IAW AR 385-10, acquisition of (c) The Army Professional Certificate in Explosives Safety Level 2 (PCES2).
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this positions.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications
GENERAL EXPERIENCE: 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to:
- Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
- Plan and organize work; and
- Communicate effectively orally and in writing.
SPECIALIZED EXPERIENCE: To qualify at the GS-11 level, you must have 1 year equivalent to at least next lower grade level experience, education, or training performing periodic/unscheduled inspections of base facilities, warehouses, and equipment maintenance operations and evaluated compliance with applicable regulations. Demonstrates experience identify and abating workplace hazards. Must have experience with detailed safety inspections in areas such as general maintenance facilities, administrative offices and aviation maintenance facilities. Recommend measures and methods to correct safety and occupational health deficiencies. Reviewed test implementation directives for inclusion of appropriate safety criteria. Candidate must have experience providing technical assistance in mishap investigations. Candidate has experience implementing plans, policies and procedures to comply with DOD, DA, OSHA and NGB safety regulations and directives. Experience providing technical expertise to managers and supervisors in establishing techniques and procedures for the elimination or control of unsafe behaviors, environments and hazards. Experience presenting safety budget requirements with justification to superiors in support of a safety program.

Substitution of Education for Specialized Experience: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
