Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a SAFETY AND OCCUPATIONAL HEALTH SPECIALIST T32, Position Description Number PDD2461000 and is part of the AZ 162nd Wing, National Guard.

Duties

This position is located with the 162d in Tucson, Arizona. The primary purpose of this position is to perform work in a broad range of occupational safety program elements, such as inspections/surveys, assessments, evaluations, mishap investigations, and safety training.

Requirements

Conditions of Employment

  • ARIZONA AIR NATIONAL GUARD MEMBERSHIP IS REQUIRED. Prior to appointment into this position, selectee must be a current member of the Arizona Air National Guard, in a military position assigned to 162d.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Incumbent must possess and maintain a current state driver’s license.
  • Utilizing the GS-11 or GS-12 level requires the submission of a detailed evaluation statement to NGB-J1-TCPC before appointing or promoting technicians into these PDs. Please understand that no appointment can be made until approval from NGB-J1-TCPC
  • Incumbent may occasionally be required to be in an on-call status outside normal duty hours or on holidays.
  • Must maintain a Secret clearance.
  • Work may occasionally require travel away from the normal duty station on military and commercial aircraft.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • This position requires employee to occasionally work under adverse environmental conditions.

Military Grades: TSgt/E6 - MSgt/E7

Compatible Military Assignments: Must possess or be able to obtain AFSC 1S0X1

BASIC REQUIREMENTS: Must possess one of the following Individual Occupational Requirements

1. Education - Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

OR

2. Experience -Specialized Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:
  • Managing safety or occupational health program elements.
  • Developing and recommending safety and occupational health policy to higher levels of management.
  • Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
  • Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
  • Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
  • Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
  • Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
  • Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
  • Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
  • Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

OR

3. Certificates - Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience.


SPECIALIZED EXPERIENCE: Must possess 1 year equivalent to at least next lower grade level experience, education, or training performing periodic/unscheduled inspections of base facilities, warehouses, and equipment maintenance operations and evaluated compliance with applicable regulations and hazard system. Recommended measures and methods to correct safety and occupational health deficiencies. Participated in planning for testing of munitions, and assured integration of explosive safety criteria in testing procedures. Reviewed test implementation directives for inclusion of appropriate safety criteria. Prepared supplements to regulations and manuals for aircraft weapons safety and developed local regulations defining applicable mishap prevention procedures.

2. Ability to plan and carry out formal investigations of reportable and non-reportable mishaps involving personal injury accidents, property damage, covering a wide range of work operations.

3. Skill in developing specialized operating practices, modifying or departing significantly from standard techniques when necessary based on interpretation of policies, standards, and regulations.

4. Knowledge in reviewing plans and specifications for new construction, major building alterations, and/or changes in installation equipment and monitors project through completion to ensure compliance with safety codes and standards.

5. Knowledge in providing technical safety training/instruction to supervisors, employees, and/or unit safety representatives on a wide range of work operations areas, such as traffic safety techniques, proper storage of hazardous materials, common laboratory hazards, and building evacuation procedures.
