Duties

  • Performs a broad range of safety and occupational health duties in one or more areas of occupational safety and health. Performs periodic inspections and evaluations to determine compliance with appropriate occupational safety and health regulations.
  • Plans and carries out formal investigations of reportable and non-reportable mishaps involving personal injury accidents, property damage, and cases of occupational illnesses covering a wide range of work operations.
  • Develops specialized operating practices, modifying or departing significantly from standard techniques when necessary, based on interpretation of policies, standards, and regulations.
  • Provides technical safety training/instruction to supervisors, employees, and/or unit safety representatives on a wide range of working operations, such as traffic safety techniques, proper storage of hazardous materials, common laboratory hazards, and building evacuation procedures.
  • Reviews plans and specifications for new construction, major building alterations, and/or changes in installation equipment and monitors project through completion to ensure compliance with safety codes and standards.

  • Walking, prolonged standing, ascending/descending stairs and ladders, bending and crouching. Must be able to carry loads of up to 30 lb. Must be able to use PPE to include face mask, boots, hard hat, hearing protection and gloves.

Qualifications

QUALIFICATIONS: In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-0018, Safety and Occupational Health Management Series.

GENERAL EXPERIENCE: I have three years of progressively responsible general experience, one year of experience which is equivalent to at least a pay band NH-01, (GS-04), or equivalent and at a level close to the work of this position that has given you the particular knowledge, skills and abilities required to successfully perform. General experience is described as scientific or technical work that provided an understanding of the basic principles and concepts of the safety and occupational health field. Creditable general experience must have demonstrated the achievement of knowledge equivalent to the education described below. OR

EDUCATION SUBSTITUTION:
Successful completion of a 4-year course of study leading to a bachelors degree in a major study-safety or occupational health fields (safety, occupational health, industrial hygiene), or a degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupation health, industrial hygiene, occupation medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. This education has been obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience.

OR

CERTIFICATION:
Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination.

OR

COMBINATION OF EXPERIENCE AND EDUCATION:
An equivalent combination of successfully completed, post-high school education and experience may be used to meet total experience requirements. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience.

The ideal candidate is a decisive, analytical, and highly knowledgeable safety professional with knowledge in occupational health compliance across diverse, high-risk environments such as industrial shops, traffic environments, and construction sites. They possess exceptional problem-solving skills to evaluate safety hazards and the confidence to enforce corrective actions, including exercising stop-work authority to prevent imminent danger. With strong communication abilities, they seamlessly lead formal mishap investigations, analyze statistical data to identify risk trends, and develop comprehensive, localized training programs that actively foster a culture of mishap prevention.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Knowledge of established safety and occupational health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation occupational safety program.
    1. Knowledge of the requirements, methods, and techniques of mishap investigation, analysis, resolution of normal occupational safety problems/health risks, and formal reporting procedures.
    1. Knowledge of risk management methods and techniques for evaluating occupational safety and health risks.
    1. Knowledge of communication techniques, principles, and regulations to communicate effectively, both orally and in writing, in responding to work related problems and questions.
    1. Knowledge of basic construction and general industry standards, methods, practices, techniques, materials, and equipment to determine compliance with regulations and standards.
    1. Knowledge of standard training techniques, methods, and materials sufficient to prepare and present formal training and instructional sessions.
    1. Skills in the interpretation of engineering drawings and specifications sufficient to identify hazardous conditions in proposed facilities.
    1. Ability to plan, organize work, and meet deadlines.
