Duties
The NOM is directly accountable for the oversight of other resident organizations present in the facility operational areas (contract support, aviation industry representatives, military liaisons, etc). Participates directly in traffic management activities and performs an integral operational role in the separation and control of air traffic in the National Airspace System (NAS).
Through subordinate supervisors, directs a highly technical workforce that provides tactical and strategic planning for and execution of initiatives designed to maintain a safe and expeditious flow of traffic and minimize the impact of events affecting the NAS. The work of the organization requires substantial coordination and integration of a number of major work assignments of a highly technical nature.
Exercises operational system leadership and is responsible and accountable for traffic management initiatives. Analyzes, recommends and implements national traffic management policies and regulations that promote the efficient use of the NAS. Directs the formulation, implementation and monitoring of complex traffic management initiatives in the NAS.
Conducts and/or oversees national telephone conferences for resolving national traffic management related problems and informing facilities and service areas throughout the NAS of restrictions and coordinated air traffic management resolutions. Complies with notification requirements associated with significant equipment outages, newsworthy events, aviation incidents and special weather events.
Continuously reviews work processes to assure that results meet the mission and goals of the Federal Aviation Administration (FAA), the needs of the aviation community and the safety of the flying public. Provides training, coaching, and guidance to subordinates and is responsible for team building.
Plans work to be accomplished by subordinates. Sets and adjusts long and short term goals and priorities in support of FAA flight plan initiatives. Approves leave, prepares schedules for completion of work; assigns work to subordinates based on priorities; evaluates work performance of subordinates ensuring equity of performance standards and ratings; gives advice on work and on administrative matters; makes decisions on work problems presented by subordinates; hears and resolves group grievances and serious employee complaints; effects disciplinary actions; recommends/approves selections and transfers; recommends awards or bonuses; approves expenses for overtime, equipment, and personnel; and identifies and arranges for developmental and other training needs of subordinates.
Communicates and reinforces diversity and EEO policies and programs in all areas of responsibility, including selection, training and transfers. Supports and participates in the labor-management partnership process and fosters a work environment where all employees are treated in a fair and equitable manner.
Meets and has frequent contacts with both internal and external customers including subordinates, other peer management representatives, union representatives, administrative support staff within the facility, higher ranking managers and supervisors, service center personnel, members of state, local and federal government, other foreign government aviation officials, general public, representatives of the aviation industry and military. Contacts take place in meetings and conferences or in unplanned situations where the NOM is designated as a contact point, and these meetings have the potential for considerable consequence to the National Airspace System.
Managers budget and either reallocates resources among organizational units/projects/programs or acquires additional resources as needed.
The Air Traffic Manager at the Air Traffic Control System Command Center provides nominal administrative supervision. Performance is evaluated upon the effectiveness with which objectives are achieved.
