Summary
About the position: This position is Non-appropriated Fund (NAF) and will be assigned to the Child and Youth Flight.
The primary purpose of the position the incumbent of this position plans, organizes, coordinates, and oversees the long range and day-to-day operation of a small to medium size comprehensive school age program consisting of such services as before and after school/camp, full-day summer camp, school holiday camp, and check in/check out programs for youth 5-12 years of age.
Duties
Under the direction of the Youth Director develops and implements program services and a variety of educational and recreational activities that stimulate and sustain the social, cognitive, physical, and emotional growth of youth. Works with training and curriculum specialists, staff, and volunteers to develop appropriate curriculum packages. Plans and develops special activities, e.g., field trips, special events, and activities for youth with special needs (i.e., learning disabilities, gifted youth, etc.). Provides input on program promotion/publicity and communicates with parents and others through monthly newsletters, parent handbooks, brochures, and presentations. Participates in planning, supervising, and/or conducting parent involvement/education activities. Maintains contact with other local school age programs and participates in local, state and national school age organizations in order to remain current with school age program practices. Assists in coordinating transportation for program participants. Based on patron needs, facility constraints, and available resources, recommends modifications of program operations, goals, philosophy, hours and days of operation, procedures, and policies. Maintains continuous oversight and directly supervises all program operations and activities to ensure they comply with DoD, Air Force, and local policies, guidelines, and standards; are consistent with school age program national standards; and, are appropriate and effective. Establishes administrative procedures and operating instructions and maintains continual surveillance over their application to assure compliance. Inspects the physical environment (indoor and outdoor) of program activities and facilities to ensure they are safe and healthy; space, materials, and equipment are adequate; and staff/youth interactions are appropriate. Corrects deficiencies as required. Monitors required staff agency inspections to ensure they are accomplished and documented.
Reviews inspection results and takes action to ensure deficiencies are corrected.
Supervises a staff of Child and YouthProgram Assistants. Exercises the full range of supervisory functions to include employee selection, initiating personnel actions, preparing performance standards and evaluations, approving/disapproving leave requests, resolving complaints, and initiating disciplinary actions when necessary. Establishes overall work schedules. Identifies and monitors staff training to ensure it is effective and accomplished according to applicable AF guidelines. Coordinates with the training and curriculum specialist and other base agencies to provide training.
Develops budget input and assists with preparing justification for funding of program resources, requirements, and repairs/maintenance of facilities and equipment. Schedules and uses staff resources effectively. Tracks daily and monthly expenditures and accounts for funds and other resources. Identifies equipment and supply needs. Recommends purchases to supervisor. Maintains program equipment and supplies. Protects school age program assets.
Coordinates school age program food service operations and develops procedures for food preparation/service/storage following Air Force and USDA policies and instructions. Ensures nutritionally balanced meals are provided according to USDA guidelines. Assists in administering the USDA food program as directed.
Performs administrative duties to include collecting, preparing, and maintaining written reports.

Qualifying Experience:
BASIC REQUIREMENT: Must be at least 18 years of age and have the ability to speak, read, and write English. Must pass a physical examination and get or have required immunizations. Must be able to obtain a Food Handlers' Certification, and satisfactorily complete installation, state and national criminal background checks. Must satisfactorily complete mandatory training as specified below and demonstrate competency with required timeframes.
SPECIALIZED: A bachelor of science/art degree that included a major study in child or youth development/eduction or a related field (i.e., youth recreation, elementary/early childhood education, physical education (K-6), music education (K-6), art education (K-6), human or family services/development, psychology, social work, guidance and counseling, home economics); or, a combination of education and experience - courses equivalent to a major in child or youth development/education or a related field (as described on the preceding page), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.

Education

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements.
