Duties
DUTY 1 - (Program Management)
As a lead and technical authority for the AF Information Security Program, enforces all operational, functional, and mission assurance aspects of the program.
DUTY 2 - (Guidance and Training)
Provides direct support, senior-level security expertise, guidance, and direction to the civilian and military work force at specific HAF directorates, MAJCOMs, numbered Air Forces, wings, or bases as assigned and serves as the AF representative for all related Information Security issues.
DUTY 3 - (Personnel and Industrial Security Program Assistance)
Incumbent is responsible for providing assistance to the Personnel and Industrial Security Program Managers, to ensure the three core security disciplines of Information, Personnel, and Industrial Security are fully integrated from a policy and programmatic viewpoint to ensure overall requirements meet mission requirements.
DUTY 4 - (Security Educational and Awareness)
Develops requirements, with assistance of the AF Security Education, Training, and Awareness (SETA) Program Manager, to satisfy security education and training requirements for the AF.

- PCS cost will be paid IAW Career Broadening Policy under this agreement.
- Career Broadening positions are managed by AFPC/DPZ and are centrally funded.
- Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
- Career Broadening also provides training and developmental opportunities at various organizational levels.
- These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
- TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
- This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- The employee may be required to work overtime.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization and must have included the following: 1) Acquisition Security, Program Protection, Information Security, Industrial Security, Physical Security, Personnel Security, Operations Security, Foreign Disclosure, and Information Assurance; 2) Strategic knowledge and expertise of all facets of these DoW Security Programs' practices, procedures, and regulations are applicable to the performance of a full range of complex security management responsibilities; 3) Extensive knowledge of AF management and administrative functions are required; 4) Ability to brief at the agency and executive level is mandatory as this person will represent respective AF missions and requirements or agency policies when conflicts or cross functional issues prevent mission assurance or have far-reaching or interagency implications; 5) Expert knowledge of analytical methods for determining and evaluating vulnerability threats, intelligence data, and other specialized areas resulting in possible program compromise are required; 6) Extensive knowledge of state-of-the-art security equipment, devices, practices, and procedures with all security disciplines for planning and implementing protective methods and security procedures are required; 7) Ability to consider security alternatives in managing these unique programs, including resource management, relationships to other protective programs, and overlapping requirements between other DoW, AF, MAJCOM, and contractor organizations; 8) Knowledge of the multiple processes is imperative and involved in the security strategic plan development and implementation by the incumbent; 9) Ability to compose, assemble, coordinate, and track information for routine as well as unique reports, inquiries, and related correspondence is necessary to ensure mission successes; 10) Ability to plan, organize work, and meet deadlines; 11) Thorough knowledge of computer systems certification and accreditation requirements; 12) Detailed knowledge of risk management principles; 13) Understanding of security protection features for telecommunications, AIS, and networks; 14) Specialized knowledge of commercially available products and subsystems that provide security features and other safeguards; 15) Knowledge of information systems life cycle management processes and procedures; 16) Knowledge of computer security technologies, techniques, objectives, problems, and solutions and understanding of National Industrial Security Program and DoW polices, programs, priorities, and policy to properly implement policies and review and approve systems; 17) Working knowledge of latest system hardware and software integrity/security protection features and familiarity with contemporary physical controls; 18) Professional administrative and senior-level management skills to organize, direct, and execute staffing actions; and 19) Mastery of skills in managing efforts of a multi-discipline professional security staff.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of Information Security concepts, principles, and practices to review, analyze, and resolve issues.
- Knowledge of required security training concepts, programs, and procedures to develop security education programs, provide training, and assist in operating security programs.
- Skill in planning, developing, implementing, and evaluating security programs to meet mission requirements and improve the security program.
- Ability to establish effective professional working relationships with coworkers and customers, contributing to cooperative working environment and successful accomplishment of the mission.
- Ability to plan, organize work, and meet deadlines.

PCS restrictions: An employee selected to make a PCS to a Career Broadening assignment is restricted from making a second PCS for 12 months.
