This National Guard position is a Permanent GS-0080-09 SECURITY SPECIALIST (TITLE 5), Position Description Number T0084000 and is part of the MO 131st Bomb Wing. This is a non-bargaining position.

Duties

  • Develops and monitors the accomplishment of security forces training plans and obtains and develops training aids and materials.
  • Ensures higher headquarters directives are incorporated into the training plan, and that funding is acquired for the identified training requirements.
  • Attends, arranges, and conducts meetings, briefings, and workshops and performs other duties related to security forces training.
  • Performs Combat Arms (CA) training duties and promotes weapons and range safety.
  • Researches and applies SA/LW and safety guidelines, policies, and regulations.
  • Ensures that weapons training programs are executed in compliance with DoD, AF, MAJCOM, and local rules and procedures.
  • Develops and maintains training aids and equipment.
  • Manages and oversees the installation ground weapons training and maintenance program; serves as an instructor and inspects ground weapons.
  • Monitors/reports individual and unit accomplishment of training requirements.
  • Serves as the focal point for the security forces training program, coordinating, and implementing all training activities for the unit.
  • Conducts training classes for security forces personnel.
  • Plans, organizes, and directs the activities of a Security Forces Flight/Section, ensuring that personnel comply with legal and regulatory requirements and meets customer needs.
  • Directs and manages a Security Forces Flight for the installation with military, dependents, DoD civilian and contractor populations and protection level resources.
  • Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work.
  • Performs and enforces the full spectrum of Police Officer duties within the assigned federal jurisdiction.
  • Exercises officer discretion in the enforcement of violations of misdemeanor laws and regulations.
  • Ensures thorough investigations of accidents, suspicious activities, witness interviews; crime scenes, compiles and preserves evidence and promotes community relations.
  • Performs preliminary and short-term investigations of a broad range of alleged and actual crimes occurring within the assigned jurisdiction(s).
  • Performs the full range of duties for defending Protection Level Resources.
  • Performs other duties as assigned.

  • Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
  • May be required to successfully complete a probationary period.
  • This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent(s) of this position is subject to the possibility of a random drug test.

Qualifications

GS-09 SPECIALIZED EXPERIENCE: Must possess one year of specialized experience equivalent to at least the GS-08 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates your ability to manage and administer an Intrusion Detection System (IDS) program; provide installation security and coordinate, implement, and provide training for the police officer force of the organization; compile, analyze and summarize information on security requirements and recommends a course of action to meet program objectives; and consider applicable regulations, procedures and alternative methods of implementing and monitoring security requirements. The specialized experience must also demonstrate your ability to resolve a variety of security problems, questions regarding situations such as those where responsibility has been assigned for monitoring established security programs, and contributes to high security effectiveness of programs and facilities requiring such protective services.



LAUTENBERG AGREEMENT: These positions authorize the incumbents to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922(g) (91)). Candidates who have been convicted of a misdemeanor crime of domestic violence are not qualified for these positions. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. INVESTIGATION OF FITNESS:

Conditions of Employment Continued:
  • Incumbent must be qualified in the use of required weapons, as the incumbent will be required to use firearms in performing duties
  • Subject to annual duty position evaluation on a pass/fail standard. Must undergo initial and periodic job compatibility assessment. May be required to wear protective clothing such as coats, boots, and vests and/or chemical protective equipment, (e.g., respirator mask).
  • Must be able to operate all Security Forces Vehicles and installed equipment. An appropriate, valid driver's license is required for the position. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Must pass formal law enforcement training school as outlined upon selection. Incumbent will be exposed to the day-to-day dangers associated with law enforcement and security duties. Must obtain and maintain first responder training/certifications required in CPR techniques, self-aid buddy care and/or Tactical Combat Casualty Care (TCCC), and first aid on the job and maintain annually.
  • Recurring training is required to keep the incumbent knowledgeable on the updated specialized tactics, techniques, and procedures necessary for preparation and response to catastrophic events, terrorist attacks and related threats to installations.
  • The work requires regular and recurring physical exertion such as running in pursuits or emergency responses, long periods of standing, walking, bending, stooping, reaching, crawling, and similar activities. Employees engage in such exertions when responding to alarms and walking foot patrols in and around buildings.
  • Ability to employ 'infantry/SWAT' small unit tactics involving fire and maneuver, with rapid advancing movement between defensive positions, while wearing protective gear for extended periods of time, (e.g., Employing "Active Shooter" response tactics and techniques as a member of a small team is required).
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by TAG.
