THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a SECURITY SPECIALIST (TRAINING SPECIALIST) (T32), Position Description Number D2161000 and is part of the AL 117TH Air Refueling Wing, National Guard.

Duties

1. Reviews all operations, mobility, contingency, and exercise plans to ensure combat readiness for the SF Squadron. Analyzes exercise and contingency plans to determine required SF actions in support of mission requirements. Evaluates all equipment, manning and training requirements to meet wartime, contingency, deployment, and pre-planned tasking. Coordinates with other base organizations on applicable plans.

2. Responsible for proper security, classification, and storage of classified documents. Compiles information by identifying shortfalls and recommending corrective actions to Status of Resources and Training System (SORT) monitor on the status of SF personnel and training in all three classified reports. Serves as the alternate SORTs monitor.

3. Oversees the coordination, review, and implementation of SF manning authorizations and military personnel assignments. Creates and implements the unit Force Management Plan for all Unit Type Code (UTC) teams as directed by MAJCOM. Recommends organizational change and identifies needs or problem areas. Initiates operational and administrative actions in support of unit manning authorizations and coordinates with base training, recruiting, and ANG NGB/A7S. Reviews Force Package and UTC posturing.

4. Serves as the SF commander's key staff member responsible for the overall management of the unit-training program by overseeing the planning, organizing, directing, operating, and evaluating all unit training related items. Must make instant decisions and select a course of action under high stress conditions. Serves as a training consultant to all unit members and determines if quality-training programs are in effect within all sections. Communicates effectively, orally and in writing, to prepare and present briefings, coordinates planning efforts and manages program activities.

5. Serves as the subject matter expert and consultant to the unit commander on all matters pertaining to the availability and management of the SF training program to meet the needs of the organization and mission. Develops and coordinates the implementation of the SF training plan. Establishes and coordinates training classes and programs with units and related base organizations. Coordinates annual SF Home Station Training, as well as, any required specialty training at Regional Training Centers or other training sites.

6. Develops, administers, and oversees the management of the unit's training programs to supervisors. Instructs supervisors and trainers on the concepts, scope, and objectives of training programs. Monitors the training necessary to ensure understanding of the AF management system. Provides guidance to section supervisors in the selection of Enlisted Specialty Training (EST) trainers and task certifiers. Instructs and coordinates train-the-trainer and task certifier courses for personnel.

7. Directs the certification testing (CERTEST) program. Establishes and maintains the MAJCOM CERTEST data for SF CDC testing program. Maintains the certification testing video and publications library. Determines requirements for computer hardware and software upgrades. Analyzes training data and makes recommendations for future program enhancements. Assigns and trains CERTEST program monitors.

8. Forecasts and submits Deployment For Training requirements in coordination with SF commander to ANG NGB/A7. Advises the SF commander regarding support requirements to accomplish contingency and deployment operations. Coordinates airlift requirements with base LGRDX and NGB/A7. Advises SF commander of problem areas and recommends corrective actions.

9. Conducts unit self-inspections and assessments. Reviews requirements, identifies deficiencies, develops recommendations, prepares reports, conducts briefings, and performs follow-up actions. Submits written reports of completion to the unit commander and the base training office.

10. Plans, formulates, analyzes, and coordinates budget submissions. Provides unfunded requirements and FINPLAN recommendations. Manages all resources for the unit. Coordinates with the financial management section for quarterly allocations and adjustments.

11. Represents SF at wing training meetings. Provides input for base-wide operational, deployment, contingency, exercise planning, coordinating, and evaluating committees.

12. When needed or directed, performs and enforces the full range of security forces duties within the military installation. Incumbent may be exposed to the day-to-day dangers of SF associated with law enforcement and security duties. Incumbent has full powers to detain, pursue, or direct detaining of person(s) fleeing a crime scene, active shooter, or attempting to resist arrest. Carries a firearm as required or directed.

13. Performs other duties as assigned.

  • Upon selection, this position will require the completion of AF Instructor Methodology Course and other approved principle of instruction course approved by functional manager.

MILITARY REQUIREMENTS: This is an excepted service position that requires membership in a compatible military grade in the Alabama Air National Guard. GENERAL EXPERIENCE: Experience, education or training in collecting and analyzing data effectively, efficiently, and accurately. Demonstrated ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. Learned ability to assess the surrounding environment to recognize immediate risk levels. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career.

SPECIALIZED EXPERIENCE: 1 year equivalent to at least GS-7. Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.

KNOWLEDGE REQUIRED:
-- Knowledge of commonly used methods, procedures, regulations, and other guides that relate to training programs within the United States AF, ANG, and SF career field.

--Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of program related issues and problems. Skill in developing, analyzing, and evaluating security training programs to meet mission requirements and improve the security-training program for the installation. Skill in defining problem areas and in application of conventional training program management principles and concepts. Factual and thorough knowledge of the responsibilities of logistics plans and support functions that interrelate with the incumbent's assignment. Ability to communicate effectively and clearly both verbally and in writing.

--Knowledge and understanding of AF, National Guard, and gaining command organizational structure, missions, and responsibilities.

--Knowledge of SF reports and analysis of functions of information, industrial, and personnel security concepts, principles, and practices to participate in the planning and implementation of security training programs in these areas. Ability to establish effective working relationships with SF branch and section chiefs, contributing to a cooperative work environment and successful accomplishment of the mission. Ability to instruct training courses in a classroom seminar setting.

--Knowledge of applicable law enforcement and security AF, Federal, and DoD rules, regulations, instructions, practices, principles, and procedures including force protection, integrated base defense, anti-terrorism, and physical security.

--Knowledge of SF procedures and operating methods to perform the full range of SF activities independently to include protection level resources, installation entry control, armed response, and dispatch.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:

master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related
