JOB TITLE:        Accountant

DUTIES AND RESPONSIBILITIES:
As a professional accountant, the position works directly for the Controller and Chief Financial Officer (CFO), Marine Corps Community Services (MCCS) Division, performing a variety of analyses of Appropriated Fund (APF) and Non-Appropriated Fund (NAF) accounting methods and procedures.

The position is required to work with a high degree of initiative and judgement in collaboration with branch chiefs, program managers, and other personnel to identify and research accounting and financial issues in order to implement cross-functional solutions. The incumbent is required to serve as an exceptionally well qualified professional accountant applying established generally accepted accounting principles (GAAP) and financial management rules.

Oversees the operations of the Central Cashier. Supervisory duties include, but are not limited to, leave approval, personnel actions, work review, training, position description and desktop procedures maintenance, performance evaluation, and guidance work.

Serves as the financial liaison for program evaluation under Common Output Level Standards (COLS) and will meet with program managers in order to provide data and analysis required for COLS reporting purposes.

Assists as needed in the preparation and review of the NAF monthly close process to include required adjusting entries, identifying financial errors, reviewing reconciliations, and ensuring the accuracy of financial statements.

Supports the data gathering, analysis, execution, and audit required to complete the Planning, Programming, Budget, & Execution (PPBE) fiscal cycle of both non-appropriated (NAF) and appropriated (APF) funds.  

Provides Installation Finance support with financial processes and tools as necessary to aid in realizing efficiencies and accuracies to processes in order to provide more timely and accurate financial reporting.

Supports the Chief Financial Officer with data calls, taskers, and briefs by providing data, analysis, suspense tracking, and more to ensure timely submissions.

Other Duties Include:

Performs a variety of ad hoc, complex business analyses such as projected revenue for a planned business venture, or validating the effects of price changes on an activity's revenue projections. The senior financial analyst shall also assist in follow-up on any audit findings or recommendations from the various audits of the Installation Finance Office.

    Assists in submissions, claim processing, and all attendant file maintenance duties for MCCS property loss filings pertaining to the HQ self-insurance policy.

Assists in gathering and compiling data from MCIPAC MCCS finance offices to include MCAS Iwakuni and MCB Hawaii.  Serves as a liaison with other financial staff within MCIPAC to obtain and organize necessary data from other installations.  Compiles reports and briefs for senior leadership as requested.

Performs other duties as assigned from the Controller and CFO,  but shall work independently with very little supervision. The projects are assigned on a priority basis, but the incumbent must be able to shift their work and schedule of tasks to accommodate a change in the assigned priorities and timelines by the Controller or CFO.  

Provides World Class Customer Service with an emphasis on courtesy.  Assists customers and communicates positively in a friendly manner.    Asks questions to determine, verify and solve problems.  Takes action to solve problems quickly.  Alerts the higher-level supervisor, or proper point of contact for help when problems arise.  

Adheres to safety regulations and standards.  Uses required safety equipment, and observes safe work procedures.  Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.

Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

Qualifications

BASIC REQUIREMENTS:

  1. Successful completion of a full 4-year course of study in accounting, or a related field such as finance, business administration, etc. that include 24 semester hours in accounting, AND at least 3 years of experience in accounting, of which 1 year is supervisory experience,

    OR

Combination of education and experience: at least 5 years of experience in accounting, of which at least 1 year is supervisory experience, OR, an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

QUALIFICATION REQUIREMENTS:

  1. Certifications such as Certified Public Accountant (CPA), a Certified Management Accountant (CMA), and Certified Financial Manager (CFM) are highly desirable.
  2. Demonstrated efficiency in applying GAAP in an automated double-entry, accrual-based accounting environment and demonstrated proficiency in designing and implementing business processes.
  3. Experience in integrating information from diverse accounting systems and other corporate information systems is highly desirable.
  4. Knowledge in accounts payable and accounts receivable processes, and general ledger, variance analysis, account reconciliation, and full cycle month end close process.
  5. Ability to research, resolve, and document complex financial problems.
  6. Extensive experience using computer application programs such as Microsoft Word, Excel, and PowerPoint to prepare documents and develop formatted reports from row data.
  7. Ability to communicate clearly and concisely in writing and orally and present complex financial matters to other subject matter experts, internal and external senior managements, and non-financial personnel.
