QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs).
Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration.
MANDATORY TECHNICAL QUALIFICATIONS:
(Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)
1. Experience in and comprehensive knowledge of surface ship and submarine construction, shipyard operations and industrial base processes. Experience in systems engineering expertise related to ship systems in the acquisition and modernization processes to include development of corporate level policies, standards, evaluation techniques, and technical certification criteria. Experience in the execution of the naval ship design process, including associated milestone decision support requirements.
2. Experience in utilizing current Force Structure Assessments to oversee the development of guidance and procedures for the management of future force formulation and ship recapitalization programs.
3. Experience in providing advice and guidance to DCNO on ship acquisition plans, major contract activities and awards, procurement objectives, and program development. Experience in developing long and short-range program plans and strategies, goals and priorities, based on the current the Force Structure Assessment, Defense Planning Guidance, the Secretary of the Navy's Strategic Guidance, and the Chief of Naval Operations Navigation Plan 2024.
4. Demonstrated ability to communicate, advise, explain, advocate, and express facts and ideas in a convincing manner at a senior Flag/SES level including experience in coordinating with Flag Officers, SES, and Branch Heads to develop the POM/PR position, budget apportionment, long range plans, and other documentation in support of future force formulation and ship recapitalization in the RDT&EN (Research, Development, Test and Evaluation), SCN (Shipbuilding and Conversion), and OPN (Other Procurement) appropriations.
