Summary

You will serve as the Senior Leader for Shipbuilding and Conversion (OPNAV N9IS), Deputy Chief of Naval Operations (DCNO) for Warfighting Requirements and Capabilities (OPNAV N9), Office of the Chief of Naval Operations.

Duties

  • You will provide senior civilian leadership direction and oversight of the Navy’s shipbuilding and battle force ship portfolio.
  • You will provide oversight of the Shipbuilding and Conversion, Navy (SCN) appropriation, the Supervisor of Shipbuilding (SUPSHIP) and the ship inactivation program.
  • You will advise the Deputy CNO for Warfighting Requirements and Capabilities (OPNAV N9) on all matters pertaining to ship acquisition, programming and budgeting.
  • You will develop, present, and defend the Annual Report on the Construction of Naval Vessels (30 Year Shipbuilding Plan).
  • You will provide critical shipbuilding program and budget information at the CNO and SECNAV level necessary to inform OSD, Office of Management and Budget (OMB), and Congress on Navy decisions with respect to requirements of the report.
  • You will explore, develop, and assess advanced concepts and force architectures to meet the CNO goals for recapitalization of the ship force structure and lay the groundwork to achieve the Department's Force Structure Assessment (FSA) force levels.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)

1. Experience in and comprehensive knowledge of surface ship and submarine construction, shipyard operations and industrial base processes. Experience in systems engineering expertise related to ship systems in the acquisition and modernization processes to include development of corporate level policies, standards, evaluation techniques, and technical certification criteria. Experience in the execution of the naval ship design process, including associated milestone decision support requirements.

2. Experience in utilizing current Force Structure Assessments to oversee the development of guidance and procedures for the management of future force formulation and ship recapitalization programs.

3. Experience in providing advice and guidance to DCNO on ship acquisition plans, major contract activities and awards, procurement objectives, and program development. Experience in developing long and short-range program plans and strategies, goals and priorities, based on the current the Force Structure Assessment, Defense Planning Guidance, the Secretary of the Navy's Strategic Guidance, and the Chief of Naval Operations Navigation Plan 2024.

4. Demonstrated ability to communicate, advise, explain, advocate, and express facts and ideas in a convincing manner at a senior Flag/SES level including experience in coordinating with Flag Officers, SES, and Branch Heads to develop the POM/PR position, budget apportionment, long range plans, and other documentation in support of future force formulation and ship recapitalization in the RDT&EN (Research, Development, Test and Evaluation), SCN (Shipbuilding and Conversion), and OPN (Other Procurement) appropriations.

This position is a Senior Level position in the federal government. Senior Level employees are in non-executive positions whose duties are broad and complex enough to be classified above GS 15 level. Senior level positions involve highly specialized and complex work.
