Summary

Defense Civilian Personnel Advisory Service, a component Defense Human Resource Activity, is the Department of Defense enterprise leader in the development and delivery of civilian personnel policies and HR solutions that strengthen mission readiness. This position serves as the Deputy Director, Defense Civilian Personnel Advisory Service (DCPAS) and supports the Director with organizing, directing, and managing DCPAS mission

Duties

As the Senior Technical Advisor, the incumbent serves as the subject matter expert for DCPAS to advise on HR programs and aligning HRIT with HR functions to top Office of the Secretary of Defense (OSD) and DoD management officials to advise on HR programs and integrating HR functions, which are of such significant importance that their failure could affect DoD's long and short-term missions, and which have economic consequences for significant portions of the DoD civilian workforce. This position includes, but is not limited to, the following responsibilities:

  • Strategic Advisory and Planning. The incumbent serves as an HRIT expert and consultant for Defense Human Resources, Defense Civilian Personnel Advisory Center to advise on HR programs and aligning HR information technology with HR functions. Identify and provide consultation on proposed technology, to ensure alignment with policy analyses of statutes, regulations, case law, and government-wide and DoD policies.
  • Information Requirements Analysis. Analyze and document the organization's HR technology needs, focusing on data analytics and integration, real-time analytics, and forecasting capabilities to enhance strategic workforce planning.
  • Programmatic Expertise and Policy Development. Serve as a senior HR technology advisor for programs supported by DCPAS, ensuring that information technology formulation and implementation of policies align with law and established DoD policies.
  • Representation and Advocacy. Represent DCPAS at high-level meetings and conferences within and outside DoD concerning HR policies, programs, and strategic initiatives.
  • Technology Implementation and Project Management. Oversee the phased implementation of the HR technology roadmap, ensuring minimal disruption to ongoing HR functions and operations.
  • Continuous Improvement and Review. Establish a framework for ongoing monitoring, evaluation, and optimization of HR technology solutions to ensure they continue to meet organizational needs.
  • Regulatory Compliance and Risk Management. Stay informed about changes in labor laws, data privacy regulations, and HR compliance requirements to ensure all HR technology solutions meet legal standards.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.


TECHNICAL QUALIFICATIONS (TQ): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to 2 pages per technical qualification.

1. Knowledge of the Office of Legislative Affairs and the Unified Legislative and Budgeting (ULB) process sufficient to develop, draft, and defend proposals.
2. Mastery knowledge of broad HR concepts and factual issues to generate and analyze projects and programs which depart from previous practices, and which require the initiation of HR innovations, concepts, and principles.
3. Mastery of knowledge in governing HRIT systems, statutes, broad HR principles and practices sufficient to serve as a senior advisor to the Director, DCPAS, who is responsible for enterprise-wide HR programs.
4. Exhibits expert interpersonal and communications skills, including written and verbal communications of a complex and high-level nature, formal public speaking and presentation, negotiation and persuasion of individuals with competing or conflicting interests and potentially hostile motivation, sensitivity to many divergent viewpoints, multi-cultural and political awareness and appreciation.
