Duties
The Senior Technical Advisor, DCPAS provides strategic advice on developing civilian HR policies and programs and cutting-edge, enterprise-wide strategic initiatives impacting the entire spectrum of the HR lifecycle functions and systems. This incumbent aims to match requirements and capabilities for technology solutions to support business goals, respond to regulatory changes, optimize workforce management, and align with HR functions.

Areas of responsibility include, but is not limited to, the following responsibilities:
- Serves as principal advisor to the DCPAS Director for all matters related to human resources information technology (HRIT).
- Serves as a member of the DCPAS executive management team.
- Works with other executives and senior managers to plan and coordinate DCPAS activities to ensure effective and efficient use of resources and the delivery of HRIT.
- Sets the strategic direction for the five DCPAS Lines of Business (LOB) and Special Offices and serves as a key contributor to strategic organizational and audit planning and other initiatives.
- Ensures that appropriate functions and responsibilities are developed and executed for each LOB in accordance with regulatory standards and guidelines established for DoD HR.
- Ensures that appropriate functions and responsibilities are developed and executed for each Regulatory Compliance and Risk Management.
- Stays informed about changes in labor laws, data privacy regulations, risk management and data governance and HR compliance requirements to ensure all HR technology solutions meet legal standards.
- Uses discernment to guide, plan, participate in, or execute special projects.
- Provides advice and technical assistance for assigned areas, to include evaluating the adequacy of controls as they relate to each HR function.
- Manages and prioritizes multiple assignments including all systems development and projects.
- Collaborates with Executives, Directors, and Managers DoD-wide on areas of strategic oversight, to include HR systems development, data analysis, dashboard development and management, and other data management opportunities.
- Helps establish and subsequently reviews and monitors ongoing performance metrics for DCPAS directorates and works towards meeting or exceeding all metrics timely.
- Presents audit findings or other relevant information to internal and external Senior Executives and stakeholders on the effectiveness and adequacy of risk management, governance, and internal control procedures.

4. Standard Form (SF) 50: If you are a current or former Federal civilian employee, you must submit your last or most recent SF-50 showing grade and tenure. Current and former career SES or equivalent members must provide an SF-50 showing their status or reinstatement eligibility.
