A SEXUAL ASSAULT PREVENTION RESPONSE VICTIM ADVOCATE (SAPR VA), GS-0101-11, Victim Advocacy and Support 75%Perform essential victim service, advocacy, and support duties; provide a non-clinical response thatis trauma-informed, gender-responsive, culturally responsive, and recovery-oriented, and withoutprejudice to adult victims of sexual assault. Demonstrate understanding of trauma related to sexualviolence and related complexities. This work involves Privacy Act and Controlled UnclassifiedInformation and is therefore highly sensitive in nature.Apply basic strategies for skilled communication, including developing rapport and actively listening,to provide initial victim advocacy services and crisis intervention support for adult victims of sexualassault and comply with mandated timeframes for responding to requests and completing requireddocuments within those timeframes. Conduct mandated initial risk screening; non-clinical safetyassessment and planning; and coordinate medical, legal, and civilian and military law enforcementresources to address immediate risk, safety, and supportive service needs in accordance withapplicable policy, prioritizing confidentiality and informed consent. Coordinate which cases can bemanaged independently with the SARC, employing judgement and problem-solving skills to identifya victim's specific needs and service delivery.Accept official reports of sexual assault by assisting the victim in completing the DefenseDepartment (DD) Form 2910 and other official Department of Defense (DoD) forms as applicable,taking sensitive care of handling personally identifiable information when it is disclosed, as well ascovered communications. Ensure to communicate with the victim an understanding of the SAPR VArole in the reporting process, subsequent processes associated with their election to file a report inaccordance with DoD and Service level policies and regulations and provide tailored referrals andresources as applicable. Assist the victim in prioritizing actions and identifying short and long-termoptions to support needs and recovery.Demonstrate expertise in offering comprehensive guidance to victims on reporting options(Restricted and Unrestricted), to include options for those not ready to report, explaining exceptionsand limitations for each, and ensuring understanding of the eligibility criteria for Special Victims'Counsel (SVC). Uphold the rights and confidentiality preferences of victims consistently throughoutthe reporting process. Support victims when contacting appropriate offices and facilitate warmhand-offs as requested. Ensure victims of sexual assault receive information and support duringadministrative, medical, investigative, and legal procedures to support victim self-determination andinformed decision making.
2. Administrative Duties 25%Collaborate and consult with other SAPR personnel in the state to ensure efficient service delivery, manage caseloads, and meet reporting requirements. Demonstrate proactive awareness of vicarious trauma and support efforts to address and build individual and organizational resilience. Facilitate the planning, scheduling, and delivery of SAPR training for diverse stakeholders and local populations, covering SAPR policies, procedures, reporting options, and other pertinent topics delegated by the Supervisory Principal SARC in compliance with DoD and Service policy. Locate and reserve training sites for SAPR annual training and briefs, to include the coordination of audio-visual support and equipment and that necessary training materials are present. Record training attendance, disseminate, collect, and support analysis of course evaluations, coordinate guest speakers, and support marketing and communication efforts. Successfully complete DoD-approved training and professional development to stay informed about best practices and emerging issues and maintain D-SAACP certification. Establish and maintain connections with internal and external stakeholders, including law enforcement (to include the Special Victim Investigation and Prosecution), legal professionals (to include Judge Advocates and SVCs), healthcare providers, Chaplains, Integrated Primary Prevention Workforce members, leaders, and community organizations, fostering collaboration, open communication, and a cohesive approach in sexual assault cases to support SAPR program initiatives and case management.

- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
- The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
- Must be able to obtain and maintain a Secret security clearance.
- Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
- Required to obtain and maintain receive the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and maintain certification through meeting annual continuing education training requirements

Qualifications

GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS:
GS-11 - 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. Best qualified candidates will have the ability to work a maxi-flex schedule and support drill and Annual Training days for the BDE.
Education
EDUCATION:
Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences.

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field

Basis for Rating: Qualified candidates will be assigned to one of the following areas of consideration (AOC) based on the Minnesota National Guard Merit Placement Plan:
- Area 1: Current On-board Title 5 Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Minnesota National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Minnesota National Guard or Office of Personnel Management agency. This does not apply to Temporary Technicians or Temporary Employees
- Area 2: Current On-board Excepted Title 32 Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Minnesota National Guard employees who are in permanent technician status as result of being competitively hired within the Minnesota National Guard agency.
- Area 3: Current On-board Federal Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite?) from another Federal Agency nationwide who are in permanent technician status as result of being competitively hired within that agency. I.e. Title 5 employed outside of the MNNG, Title 5 USAFR.
- Area 4: All federal re-employable eligible employees. (used as a way to attract federal experience without considering all U.S. Citizens - can reach retirees)
- Area 5: U.S. Citizens (to include current ARNG and ANG members.)
